Anybody watching TV, if you'd like to come down, you’ve got a couple minutes. But in the future we're here, you have open forum, you get three minutes to say hi, discuss what you have concerns or questions about, and we'd appreciate seeing you. Since there is no one here, we shall move on. Old business—Julie, you want to look at that?
**[01:45] Julie Williams:** Sure, yes, thank you. So in regards to our 2024 work plan, we had decided that we would like to do some commissioner recreation program assignments. I know I had sent an email out; I hadn't heard back from everybody, so I do have some, but I think we'll just talk about it. And really, maybe since I don't have everyone's, maybe we just pick June and July and I'll just have one person from each choose a program and then you can discuss it or you can volunteer, raise your hand and pick one. And then we can just do that casually and talk about who wants the next month. What I would like to see then, once you participate in your program, you can just report at the next meeting, if that sounds like something that would work for you?
**[02:40] Commissioners:** Yeah. Mm-hmm.
**[02:41] Julie Williams:** Okay. And so really the intent is just to get exposure to different programs or parks that you haven't experienced before. So maybe if you've been to the farmers market many times, that wouldn't be the best one; maybe it would be something else that you haven't done before. So that's kind of what we're looking at. Does anybody want to jump up and choose June and your event?
**[03:04] Commissioner Glenn Sheridan:** Well, I think I told you before is that we go to the farmers market practically every Wednesday, so I'd do that.
**[03:11] Julie Williams:** Okay. But so the purpose is to try to get you out there to something different and something that you haven't participated in.
**[03:19] Commissioner Glenn Sheridan:** I see.
**[03:20] Commissioner Mark Giannini:** I too go to the concerts usually, yes. And there's not one in June other than the Summer Festival, right?
**[03:27] Julie Williams:** You know, I mean if you want to do something that you've already done, that's fine. In addition to something new, that's totally fine. Yeah, show up wherever you want, absolutely. We’re just trying to get someone at everything we do and something—yeah, something new to experience, right?
**[03:42] Commissioner Mark Giannini:** So I will—I’ll take June.
**[03:45] Julie Williams:** You want to take June? Okay. What program do you want, do you know? Do you want me to assign you one?
**[03:49] Commissioner Mark Giannini:** Yes. Well...
**[03:50] Commissioner Carrie Moe:** Okay, can I just get a little clarification? So are we—we're each taking a month, versus just one person is taking a month?
**[03:59] Julie Williams:** Okay, I thought we were each taking like one or two programs—one per month, right? Yep. Yeah, we were thinking of that, but let's just try this to start. It might next year change, but let's start here, right? So maybe if we can have someone take June and someone take July, and then we can report back at our July meeting since we won't be meeting in June.
**[04:21] Commissioner Carrie Moe:** I'd like to take a July one.
**[04:23] Julie Williams:** You'd like to take July? Okay.
**[04:24] Commissioner Glenn Sheridan:** But I cut Jan off...
**[04:25] Commissioner Mark Giannini:** So if I'm having the grandchildren in June for a week, I was going to choose like something—is that still okay to—?
**[04:32] Julie Williams:** I mean, if there's three of you or two of you that want June, that's fine too, but minimum I'd like to have one, right? One each month.
**[04:40] Commissioner Mark Giannini:** Because I was going to do—I’ve done it before, but it's been a couple years—but I was going to take them maybe to like East Side Park for the I.T. Truck.
**[04:49] Julie Williams:** Okay, okay. So that is for June. And Carrie, you said July?
**[04:54] Commissioner Carrie Moe:** I'd like the July 13th popup splash pad, please.
**[04:58] Julie Williams:** Perfect, sure. And if anybody else wants to add one, that's perfectly fine. Otherwise, we'll—
**[05:04] Commissioner Jen Cunningham:** You're more than welcome to assign me to—

**[05:13] Commissioner Mark Giannini:** Okay, perfect. Although I do have to say those summer concerts are really fun a lot of times if they are—
**[05:18] Julie Williams:** Oh, absolutely. Like we said, go to any of them, right?
**[05:22] Commissioner Mark Giannini:** I usually—right.
**[05:23] Julie Williams:** Just we want to get—make sure someone's at something, absolutely. Report back to us and make sure that it's going good or questions you receive. So, yeah.
**[05:32] Chairperson Barr:** Okay, that's a great start. Any questions for Julie on—?
**[05:35] Commissioner Carrie Moe:** I do have one more just for clarification. So when we go, are we like—are we wearing a name tag? You know, "I'm a Park Commissioner, so public if you have any questions you can talk to me," and like we're kind of camped out for those like info or questions? Or are we just like more attending just as a general public member?
**[05:53] Julie Williams:** Right, right. Okay. Yes, just attending, but feel free if you want to represent the Commission and, you know, get feedback from people—perfectly fine. But really, it's just about experiencing the programs in the parks.
**[06:05] Commissioner Carrie Moe:** Well, ignore my email because I completely misunderstood.
**[06:08] Julie Williams:** And you know, going forward, if we wanted to expand to that, I certainly wouldn't be opposed to that, right?
**[06:14] Commissioner Jen Cunningham:** I love the idea of more—I think that we're probably all attending a lot of things, but just to kind of go on record as having been. I like that. So I don't have a problem either with being assigned or picking publicly the things that I would go to.
**[06:30] Julie Williams:** Sounds good. Okay, thank you.
**[06:33] Chairperson Barr:** Okay, okay great, thank you. All right, new business. Let's talk a little bit about a recommendation to the Council of—I'd like to move this to six o'clock. And we can't decide anything, but we can do a recommendation to them and then they can take it upon themselves to say "hey" or "nay." And the reason for my point of view is—and it's selfish—I get home, I want to get things done and get this meeting here, especially in the summer have the rest of the night to do things. And then in the winter especially, you get home, you get nice and cozy in the house, and you got to come out at seven o'clock when it's cold out. So, and it's just—that's what I like. If we can get it at six, I think that gives people—I can't speak for you, but enough time to get home and get over here and jump right into it. So...
**[07:23] Commissioner Carrie Moe:** I like the idea of being home before bedtime for my daughter, so I'm for moving it earlier.
**[07:29] Chairperson Barr:** Do we motion each one—? I just want to hear from people first and then—okay, sure.
**[07:33] Commissioner Mark Giannini:** I can be here as early as 5:30. I run early on Wednesdays, so the earlier I get home on Tuesday night the happier I am. But we don't meet often enough for me to like be dragging after this, but I'm happy to. I do not have an issue going earlier to suit somebody else's needs.
**[07:53] Commissioner Jen Cunningham:** 5:30 I think would be pushing it, just coming from work, but I think six would be all right.
**[08:00] Commissioner Jack Aletto:** It doesn't affect me one way or another. Six is fine, earlier is better. Every once in a while the Tree Board and this meeting are back to back, and so there's a possibility there could be an overlap there sometimes, correct?
**[08:14] Julie Williams:** I did look into that and that will happen in September. And maybe this September, if we wanted to do the meeting at the shelter like we discussed in our work plan, that would be a great opportunity to do it at that time.
**[08:29] Commissioner Jack Aletto:** Oh, I like that on a Tuesday night or different—
**[08:32] Julie Williams:** Yep, at the regular commission meeting.
**[08:34] Chairperson Barr:** Great idea, great idea. Jan?
**[08:37] Commissioner Jan Meier:** I'm good with six. 5:30, six, whatever.
**[08:41] Chairperson Barr:** Good. Glenn?
**[08:42] Commissioner Glenn Sheridan:** Well, just to make your life easier and more enjoyable now, six o'clock is what a great Commission—
**[08:47] Chairperson Barr:** Well, I think 5:30 might be pushing it, sometimes you get stuck in traffic on the way home from work and you know that. So I'd like to make a motion for recommendation to the Council that the Parks and Rec Commission begins their meetings at six o'clock. Can I get a motion?
**[09:05] Commissioner Glenn Sheridan:** I'll motion then.
**[09:06] Chairperson Barr:** Jan, can I get a second?

**[09:10] Chairperson Barr:** No one? Passes. Thank you everybody. Okay, moving along. Right, Julie, back to you.
**[09:15] Julie Williams:** Thank you. Unfortunately, Jeff [Koesling] will not be here tonight. I don't have a report from him, but I'm sure he will keep us updated at the next meeting. And as far as Recreation programs, our May update: Summer programs, the Oakdale Update has arrived. I included that in your packet; hopefully everybody received that in the mail. We're taking registrations for all programs now and we're using our new software, CivicRec, which has been going great and we're happy to have that going forward. So yeah, that's been really good.
**[09:49] Julie Williams:** Park Cleanup—we had 100 volunteers sign up to clean 20 parks last night, so a really good turnout. Thanks to all the volunteers who signed up and help keep our parks clean.
**[10:01] Chairperson Barr:** I have a comment about that. Yeah, we had the group—Glenn and I and some of our other neighbors. They were in much better shape this year. No, that baby reveal stuff or... they were not too, too bad, the parks we did.
**[10:14] Julie Williams:** Good, good to hear. So maybe the word's out that, hey, you gotta continue to take care of your parks when you have an event there, to the people of our community, right?
**[10:24] Chairperson Barr:** Okay, good.
**[10:25] Julie Williams:** Yeah, and so the volunteers saw that they received a little seed bomb as a thank you gift. Hopefully everybody who received those are going to get those planted.
**[10:35] Commissioner Mark Giannini:** Planted them—my wife has planted them.
**[10:37] Julie Williams:** Perfect, perfect. You'll have to let me know how they come up. Yeah, great, thanks. We've got our Artist of the Month, and it's our artists—not just one this time. The Painting Pals have returned for their annual May group display at the Discovery Center. I always look forward to having those back, and it's a group that paints monthly, so we're always happy to have them return to the Discovery Center.
**[11:03] Julie Williams:** We've got our pickleball lessons ongoing right now, continue to be really popular. Our first two sessions are full, May and June, and then we've got a third one that we added and that one's about half full. So if anybody's interested, make sure you sign up before that one fills as well. We've got our Farmers Market kicking off and that'll be on Wednesday, June 5th. Again, that's from 2:00 to 6:00 in the parking lot here. We're actually finalizing our vendors this week. So Nathan Timmons, who's the coordinator of that, he's working on finalizing that. So check the website at the end of the month for all the vendors; he'll have that on there and we'll be ready to go. Happy to see that we've got some interest from other food trucks that are interested in coming, so hopefully we'll get those vendors interested in participating and showing up at the Farmers Market. That would be great.
**[11:57] Julie Williams:** Our Amped Up Entertainment will kick off on June 20th. Again, that's held at our amphitheater and that's on Thursday mornings at 10:00 a.m. and that's a free program for kids. This year we've got the Raptor Center, and we've got Story Time with PaperPie Books, the RAD Zoo, Captain Cool Kid, and the Snake Discovery that all make appearances this summer. Again, if anybody hasn't been to those, they're really fun and we get at least, you know, 100 people every time. Really great turnout for that and those are really fun. Also our summer concert series, that'll begin on July 10th with a performance from the Capri Big Band, which is a big band jazz group. We've got six total concerts that will be held on Wednesday nights this year, beginning at 7:00, and those are again at Walton, and the series will conclude on August 14th.
**[12:51] Julie Williams:** Our Nature Preserve 5K run is coming up and that'll be held on Saturday, June 29th. Race begins at 8:00 with check-in at 7:00 a.m., and we do take day-of registrations for that one. And again, participants will receive a custom race t-shirt, courtesy of the Eckard Group with Keller Williams. So thanks again for them for sponsoring so many of our programs. And of course, snacks and drinks will be provided at the finish line of the race.
**[13:21] Julie Williams:** And then lastly, Summerfest is coming soon. The seasonal Rec staff will actually be making a few appearances during Summerfest. Our I.T. Truck will stop at the community picnic and that'll be on Friday, June 28th, and that'll be from 11:00 to 1:00, as well as the Summerfest grounds on Saturday, June 29th from 12:00 to 4:00. Then also we've added a pop-up splash pad which will be the same day, that Saturday from 1:00 to 2:30. So we'll be busy that weekend!
**[13:54] Chairperson Barr:** Wow.
**[13:55] Julie Williams:** Yeah, so I will stand for any questions, comments.
**[13:58] Commissioner Jan Meier:** I have a question. Did you guys find all the summer recreation staff that you were looking for?
**[14:03] Julie Williams:** We did! Oh, wonderful. Yes, we did, yeah. Happy to get enough applications. So yeah, we're good to go there.
**[14:10] Commissioner Jan Meier:** Wonderful.
**[14:11] Commissioner Jack Aletto:** Yep, I'll just make a comment here. You know, they talk about what—the park information with the pickleball courts and such, and of course, you know they're kind of a bit of a premium. But just as an aside, you know when they rebuilt, did the remodeling at Skyview Middle School, they tore out the tennis courts, they put in brand new ones, and they also striped them for pickleball. And so we, people of Oakdale, do have access to that. So when school's not in session or they're not being used—but I know they have a bit of a—they have a junior high tennis team and all that stuff. When they're not being used is—you know, they're available for the public to use.
**[14:52] Chairperson Barr:** Good to know, thank you. Great. Anyone else? Have you got any numbers on shelter rentals for this year?
**[15:02] Julie Williams:** Yeah, yeah. Not—I don't have them with me. I can certainly get those to you for the next meeting or email them to you. I know East Side is just—oh, I mean I can tell you that they're extremely busy and we don't have one Saturday available at Walton for the rest of the summer.
**[15:20] Chairperson Barr:** Good, that's great. Yeah, good, so heavily used.
**[15:24] Julie Williams:** Absolutely.
**[15:25] Commissioner Mark Giannini:** Well, that's—that's what I needed to know. There's a Sunday in June that East Side is booked. You got that?
**[15:30] Julie Williams:** Yes.
**[15:31] Commissioner Mark Giannini:** Well good, no, it's just fun to see everybody, I mean just packing it in there. So great, great.

**[15:42] Chairperson Barr:** Commissioner updates. Glenn, let's start with you. You want to get me out the way? Let's start with you this time.
**[15:47] Commissioner Glenn Sheridan:** I actually do have one or two, and I'm going to read this because it didn't happen yesterday, so I don't remember. I was driving around in Oakdale and even though I've lived here almost my entire life, I am directionally challenged and I got lost and I ended up by Furlong Park. I don't think I could find Furlong Park again if I had to! But there was a woman there and I talked to her and I started asking her questions about the park and directions home—but that's beside the point. She says that she likes Furlong Park; it has everything that she needs for her granddaughter. But she said that there's one closer to her house down Granada, but it's more of a big kids park and the ball field has a ton of weeds in it. She doesn't know if anybody plays there or not. Is that—
**[16:41] Chairperson Barr:** Little t-ball?
**[16:42] Commissioner Glenn Sheridan:** Yeah, t-ball uses it for OAA. But yeah, she was really enthusiastic and she loved the park and I thought as long as I had to ask her directions, I'd talk to her about the park too.
**[16:54] Chairperson Barr:** Yeah, that was nice when we did our tour on that. That park was looking good at the time. Okay, good. Any—?
**[17:02] Commissioner Glenn Sheridan:** I would make a plug about Summerfest, June 27, 28, and 29. Come down to the beer garden, buy some beer! But I don't want to take up too much time in this meeting. Maybe next time you can tell us about it.
**[17:15] Chairperson Barr:** That's coming—gosh, that's coming so fast. All right, thanks Glenn. Jan?
**[17:21] Commissioner Jan Meier:** As always, I'll mention things from the Wellness Group. We have a maker party coming up June 6th. We're going to be doing like journal-kind of books from calendars that were from past years or whatever. Marge Sagstetter, who is a Master Gardener and a really kind of person that repurposes things, so she's going to repurpose these calendars that have beautiful photography pictures on them. And that is from 10:00 to 11:30 at Discover Center on June 6th.
**[17:51] Commissioner Jan Meier:** The other thing is, like Glenn, someone had contacted me to give me information and I don't have full information on it, but Jackie, who's in our Wellness Group, had told us that the cattails are overrunning our ponds in the park and maybe in your backyard, I don't know. But I guess you're supposed to cut them down below the of the water and that kind of kills them off, but I don't know much more than that and I was just asked to mention that, so I did that.
**[18:22] Chairperson Barr:** Okay. Are we even supposed to be going in there and cutting?
**[18:25] Julie Williams:** We can certainly pass that along to Jeff. I don't know the answer to that necessarily.
**[18:29] Commissioner Jan Meier:** Yeah, I didn't either, but—
**[18:31] Chairperson Barr:** I didn't know if that's kind of a natural habitat deal.
**[18:33] Commissioner Jan Meier:** Yeah, so I don't know. But when someone asked me to mention something, I just try to—
**[18:39] Chairperson Barr:** We can pass that on. Don't officially tell her anything on—he’s a member of our commission, what's that? Don't officially say she can or can't—
**[18:49] Commissioner Jan Meier:** I didn't say that. I asked her for more information on it and I didn't get that, so I just said, "Well, right, you know." I didn't really say anything, but I thought, well, I'll say that someone's trying to pass on information to us. So thank you.
**[19:04] Chairperson Barr:** Good, thanks. Lenn?
**[19:07] Commissioner Jack Aletto:** Nothing specific. One of the habits I've kind of gotten into because my wife and I walk quite a bit, and if I'm going through one of our city parks and there's just people there, maybe just picnic or enjoying and stuff, I've made it a habit to kind of just stop and identify myself and ask their opinion of what they think with the park that I happen to be in. And I've been pleasantly surprised. I have yet to receive a negative comment. I mean, it's been pretty positive. I mean, people are pretty happy with the parks in the city, and so that it was just nice reinforcement. It's nice reinforcement. But I give them a chance: is there anything you want me to report to a meeting or anything? And they said no, everything, we love it here, you know this is great, we're glad we have—there's a lot of them and we have access to them and they're easy to get to. And generally speaking, everything's in good working order and there's not a lot of litter. And so the people are very pleased, and so it just—that's great. It makes me feel good that well, maybe we're actually contributing to help with keeping these things going, because it seems to be one of the things Oakdale residents really love about this community.
**[20:19] Chairperson Barr:** Good, good. Very good. And Mark?
**[20:25] Commissioner Mark Giannini:** Um no, just you know, some of us went on the developmental tour couple weeks—was it a couple weeks ago or last week? Um it was nice to see in Willowbrook the kind of the outline of the first park going in. That groundbreaking is coming up, I think right—next, was it today?
**[20:45] Julie Williams:** Yeah, it was—it will be rescheduled.
**[20:47] Commissioner Mark Giannini:** But it was good to see all those projects and where things are going instead of just looking at a piece of paper, but you can actually see what's happening. And it was kind of nice actually, yeah.
**[20:58] Chairperson Barr:** That was a good tour. Carrie?
**[21:01] Commissioner Carrie Moe:** I agree, that tour was incredible. So educational, I had so much fun. In my survey I wrote lots of words anyway! It was wonderful. But I think for me, I had—we'll call it the opportunity this weekend to run 18 miles through our city. And I ran with a friend of mine and it's so much fun to bring people to Oakdale to do these long runs because I get to show off so much of this city. And I had planned it with so many bathrooms and water fountains and other amenities along the way, and it's just so cool to know that we have a city with, you know, the pedestrian and bike plan and with a parks department that is really dedicated to delivering so much. Like the other good news kind of messages tonight, it was just really cool to be able to show my friend our city and to not have to backtrack on an 18-mile run and be safe the whole time and you know, not see litter all around. It was just—it was great. We stopped at Walton to fill up water bottles, for example. So, yeah, it was wonderful.
**[22:06] Chairperson Barr:** Excellent. 18 miles, yeah. Good times on purpose.
**[22:11] Commissioner Carrie Moe:** Wow, good on well—good on you. Sometimes I make bad life choices!
**[22:15] Chairperson Barr:** That's great information. Jen?
**[22:18] Commissioner Jen Cunningham:** I'll just reiterate the comments about the bus tour. So I made written down to comment about that because it was—it was really nice to visually see everything and the Willowbrook Commons park that's coming in, and then also where, you know, a future park kind of off of Fourth right could be coming in. And then I'll just say too that as I kind of mentioned earlier that there may be a Sunday in June that East Side Park shelter is not available. My husband took the ball with that to make the reservation and he said it was very easy. He called, he talked to Nathan, he got a couple dates that were and weren't available, and then called them back to book it and it was very easy and slick. So, right, good.
**[23:08] Julie Williams:** Great. Kudos to the staff, that's wonderful.
**[23:11] Chairperson Barr:** I have nothing. Everything's going good in town, it seems like everyone seems happy and yeah, just like you said, walking the parks, looking at the parks, driving around. Not a lot of people are smiling and having fun in our parks, so that's what really matters. So yeah, thank you everyone. Council update, Andy?
**[23:31] Council Member Andy Morcomb:** Hey, thanks for having me, appreciate it. And all the positive feedback, right, from the city, from the residents—it's all really good to hear. Sometimes in our seat we hear the complaints but we don't always hear the positive feedback, so that's good. And also, I was going to say a few of my updates here. There's a lot going on in the city as there tends to be with all the development we have going on. But I got my Oakdale Update and I love reading through it, and I love the little fireworks, Julie, with all the new things happening in Rec to see. I thought that was a really cool way to highlight all the new things we're bringing to town.
**[24:11] Council Member Andy Morcomb:** I know Jeff is not here, but one thing I'm sure he would bring up is the fact that they are looking for summer help for the parks department, 18 and older. Last year, I think they didn't fully staff out; they've had trouble finding people that can work in the parks cutting grass. So please put the word out, let anyone know that might be interested. It is—it's a great summer job for anyone that wants to get out, be outdoors.
**[24:39] Council Member Andy Morcomb:** On the development tour—and this is a big deal for the city—the new Public Works building. We had updated our workshop last week and they did finish all of the design plans, so those are ready to go. And the remediation of the soil is more or less finished there at the site. So they're to the point now where they're going to be bidding out the documents, so we're going to actually start to see shovels in the ground and it's going to go up, which is wonderful. That's a big deal for the city, big deal.
**[25:12] Council Member Andy Morcomb:** And beyond that, I know we're in the middle of our Park Strategic Plan and we had a survey that went out earlier this year, got a lot of feedback, over 250 people. But there's going to be another one coming out in June if everything stays on track that'll be more towards, I believe, capital investment in parks. So I'll be looking to you all and all the residents to get the word out—as much feedback as possible for that. But I'm really excited to see because you're right, I hear my neighbors too when I walk around. There's a lot of positivity, people love to be in our parks. But thinking forward into the future—5 years from now, 10 years from now, 20 years from now—what amenities are going to really serve our changing demographics? What's going to make it accessible to all people of all backgrounds, disability and otherwise? So the more feedback we have to that degree, the better it's going to be. But those are my updates, so I will stand in for any questions.
**[26:15] Commissioner Jan Meier:** Have they figured out where the police are going to be during that transition? We were talking about that on the bus tour and they didn't know where they would have the Police Department when they started remodeling or whatever.
**[26:27] Council Member Andy Morcomb:** Great. Yeah, and the Police Department project is still in design phase, so there's probably a few options. But as soon as they know, we'll share the info.
**[26:38] Commissioner Jan Meier:** Yeah, I was just wondering just to keep them up and running because they're doing a great job again too, so.
**[26:44] Commissioner Mark Giannini:** Okay, I'll just make a comment. So like Andy mentioned, there's another survey coming and you know, we're all hearing great things from people that are in the parks, but I think that survey is going to be important because what about the people that are not coming to the parks? And what are they not seeing or getting out of the parks that we have?
**[27:04] Council Member Andy Morcomb:** Yeah, I mean it's like chain letters, right? Everyone sends it to 10 of their friends and they send it to 10 more and eventually we get thousands of pieces of feedback.
