Good afternoon. Welcome to today's public comment. You'll have two minutes to address council as I call your name. Our first speaker is Mrs. Carol Cunningham. Welcome. Oh, one second, Miss Cunningham. You can sit there if you'd like. Okay, we're ready. Good afternoon, Mayor Afab Pirval and all the members of city council. Um, my level of achieving resolve for the problems I've had is right here. an appointment with an attorney. It has taken great effort as I present before you this day concerning Greater Cincinnati Behavioral Health, a servicing agency's despicable actions of case managers Emily Bender three years ago, tripping me, causing me a rotator cuff injury. currently Andrew Dupant, my case manager, who I have said I don't want him. He has done nothing. Uh I have no phone. I had no food. I had hard I mean I had little food, no water, no trips to the grocery store two times canled. And um so I the agency has sent me representatives lacking professional care of job performance did cause shock and awe of my mind, body, soul and spirit. Um and um it it's it's something has to be done. So I need the attorney. >> Thank you, Miss Cunningham. >> Thank you. >> Our next speaker is a Aiko Camura, welcome. Footage of the bombing of the girls elementary school in Iran shows that the bombing was most likely dropped by the US military over um over being the Israeli military. Our government killed 170 little girls and 14 teachers. US and Israeli bombs on on Iran in the last week have killed over 1,000 people. And 30% of those people were children. A few days ago, President Trump used an emergency authority to sell more than 20,000 bombs worth $650 million to Israel without congressional approval. Those bombs will be dropped on the people of Palestine and the people of Iran. The flames of war are once again spreading across West Asia due to Trump strikes on Iran and due to the ongoing genocide of the Palestinian people that we have allowed to occur for over two years. This must stop. Divest from genocide of Palestinians. Divest from weapons manufacturers and divest from more. Thank you. >> Thanks. >> Welcome back. It was good to see you. Stefon Prior, welcome. This This city need money. The community need money. Come on now. $420,000. That's a lot of money. And this new rec center that's going up, make sure the Cincinnati Recreation Commission and uh Cincinnati Recreation runs that center. Not 3CDC. Not at all. And then the word on the street, they said when they had that brawl down on Fourth Street, 3CDC got $28 million slid to them without us knowing. So I hope that's not true. 28 million, mayor, that's a lot of money you giving 3DC and they got all these 17 parking lots making a lot of money and ain't returning anything to the city. Something ain't right on that on that clock. And this receiverhip program, y'all need to dismantle that. Y'all need to put that into law to dismantle that to help people with their homes or their properties because it's real sad that $420,000 can help people in stay in their homes. No tax abatement, none of that, Nicole. Not at all. Nicole, you up there too with them. So, y'all need to start helping the community for real. It won't hurt the aggregation program. Today I just went to a a Cincinnati firefighter funeral. Irvin Mitchell, good firefighter. He served the city and I didn't see nobody from here to to say he did a good job. And then we got all this money that you sold the railroad. You said no new taxes. You going to fix the the roads and you're going to fix the firehouses. Now I understand you want to take a a 10% layoff people to lie to people that voted for you people. That's a shame. Then you get a bunch of rich guys that live in Indian Hill and um K union Kentucky, put them together, gave them $2 million, a million out of our money and another million out of the ground some way to come up with schemes. The people voted for y'all to do the right thing. But you're letting the rich guys make all the decision. You sell it. They say sell the airport. You lease it for 35 years. People only pay for a house for 30. What kind of criminal stuff is it? You don't do nothing for the poor people. Last week you took Sandy House. Your your law department, your your building department, and y'all stealing property from black and brown people. Now, get me right. We got some whites loser, but your main target is black and brown people in that neighborhood to fill your pockets. Mayor, you know better. You said you going to stop the corruption. All y'all did is do more corruption. Now look at you now. Look at you now. Scotty brought some people in here and told you they were doing criminal and racist. Your building department and your law department and you did nothing. Lady Palestinian died and the lady get spit on out there. You did nothing. You let a white man come in here and said he got the right to call black people the n-word. Nothing. >> Jonathan Nortman. Welcome. It's good to see some actions from this council that prioritize people that have been put in harm's way by ICE and our federal government. And it's good, as Ryan James pointed out, that we are looking to make sure our local government is not contributing to that harm, either directly or indirectly. But there are some things we must be clear on in this discussion. There was caution around these measures and how they might impact the relationship of our city with our other federal bodies. But what we have seen isn't normal. These forces carrying out extrajudicial killings, invading homes, violating legal orders, and operating without warrants. They are not working in service of people. And this administration doesn't seek to use any federal body for us. Pete Hgsth called for defense workers, including civilians, to aid in the immigration and deportation of of efforts. Sorry, deportation efforts. The White House is already blocking the FBI and intelligence officials from warning local law enforcement about supposed terror threats. They aren't being used for the people. They're being used against them. The only relationship ICE deserves from us is prosecution. It is up to all of our cities to stand up and draw the line of what will not be tolerated. It's good that we want to limit ISIS's use of the city's infrastructure and facilities, but this still relies on the ability to trust ICE. This administration and the companies providing these tools uh and that they will weaponize. You can look to cities like Nashville that passed similar measures dealing with the same companies, but ultimately found that these restrictions aren't enough to keep these uh this technology from them. Trump and ICE have long proven they will defy courts and the law. We know that these companies that have been eager to operate in genocide and apartheid in Palestine won't hesitate to cooperate in Trump's racist endeavors here either. The only way to be certain is to end these deals. This government lies about who it targets here and abroad. They say they're deporting violent villains while the vast majority have no criminal record. They say they're making cities safer while they occupy them. They say they're fighting for women's liberation while they kill more than 170 little girls in a school in Iran. This country doesn't work for us, but the city can be better. We can show that people are our priority, and the only ones that don't belong here is this murderous Trump administration currently rolling through town. We must stop contributing to the harm. So, I don't know if everybody realizes it or not, but Elon Musk, who I'm sure everybody there loves so much, with his SpaceX, has launched nearly 10,000 satellites with his Starlink program so that the world can have satellite internet. Now, it's being beamed to all of us all the time, everywhere we go. Right now, it's being bean to us, whether we want it or not. Can you imagine if he started charging every single person on the planet $10 a month just because he's ready to provide us internet and we have access to it because it's getting bean to us. And he could steal $10 a month from every person who's not even using it. That's exactly what Greater Cincinnati Waterworks does to every citizen in their service area. Even if you're not using the water, if they have it turned off at the meter, providing you with absolutely nothing, they will steal money from you every single month. I think maybe I need to call up SpaceX and see if I can get a hold of Elon Musk and tell him that he can do that because you guys set the precedent that every company can charge people a minimum monthly charge just for being ready to provide something and people having access to it. How would everybody feel like that if they got a bill every month from Elon Musk for his Starlight program? I wonder if anybody's going to do anything about Greater Cincinnati Waterworks doing that cuz that's what you're doing. Every month they charge for nothing. Nothing at all. Nobody calls me. And so, uh, we also don't want to make it hard to access for the media to access this place as well. Congratulation to all the Pleasant Rich stakeholders, the CDC and the community council that worked in tandem with the businesses. This is going to provide for some traffic calming, some property acquisition, and and really transform the entire Pleasant Ridge business district. >> Further comments? I wanted to just comment on it if you >> Please, please go ahead. >> Yeah, I just, you know, I just really want to thank council for uh considering this. Um, as we know, Ohio had a 37% increase in domestic violence last year. And unfortunately, Hamilton County led Ohio in the most domestic violence incidents in the state. Uh and just most people know uh but in case in case some folks didn't, the YW.CA operates the only domestic violence shelter in our region and their new Francancy Garber Pepper House of Healing in Aendale doubles the shelter capacity and can house up to 120 people at a time, which is which is huge and this is wonderful. So, their request for this additional uh $200,000 from the carryover uh is for necessary safety measures such as cameras, security doors, also for accessibility improvements, and also for improvements to the basement. And so, I thank council for considering this necessary funding. >> Thank you, Vice Mayor. Uh any further comments, Mr. Kramer? >> Yeah, mayor. And so, um I I asked for the funds to come from our our new special projects funding. However, um the city manager's office found out that there's still 92,371 uh dollars left in uh the Center for Closing Health Gaps 2025 budget. And so administration uh suggested that we use that 92,000 and the city manager offered to cover uh the balance of that uh for the 100,000 which is about 7,700 and something. So uh so this motion is for that um for the center for closing the health gap uh to be able to use the money left in their budget from 25 and also um that additional uh $7,000 plus from the city manager for a total of $100,000 for the health expo. This helps also to assist employment as I said with youth from all across the city. It's a great event. If you haven't been there uh I suggest you you come and see. You will be amazed at the talent that is out there in young people in producing uh and directing films.
