Um assisting the council tonight are our city attorney, Jack Blair, Lori Doring, our council secretary, and Bailey Rogers. If you wish to speak on an agenda item, please see Bailey to complete a request to speak uh card prior to that item being read. you will not be allowed to speak on any item that has not that has been already read. I'm grateful for Tulsa's excellent fire department, our excellent police, as well as all our first responders. Agenda item E, a special event application, Tulsa Christmas parade scheduled for December 13th. A parade honoring the birth of the son of God, Jesus Christ. A great idea. F. A special event application. Tulsa Farmers Market scheduled for December 6th, 13th, and 20th at 1 South Lewis Avenue. I'm grateful for Tulsa's farmers providing fresh food at this market and also grateful for the Lord providing fresh food for us as we read his word, the Holy Bible. Agenda item G. At the BK Center on December 10th, Billy Strings is likely to sing the song Jesus is waiting for me. He says he had a dream and saw heaven and he saw the face of Jesus and felt his embrace. Yes, Billy Strings is scheduled to be at the BK Center on December 10th. This should be an excellent performance. Agenda item H, a special event application cavalcade procession scheduled for December 7th, 2025. A procession with horses celebrating the immaculate conception of the blessed virgin Mary at St. Francis Savior in Tulsa, Oklahoma. At St. Francis Savior, they know Jesus, the son of God, shed his blood and died for our sins, and God raised him from the dead. Item J. A special event application annual toy run 2025 scheduled for December 7th, 2025 starting at 2650 South John Williams gathering place and ends at Tulsa Dream Center North. I'm grateful for you counselors bringing your light and doing your best to see lives empowered and blessed. Also grateful for Victory Church reaching out and sharing the love of the Jewish man, Jesus. This reminds me of the Jewish festival of lights, Hanukkah. I've heard before that Jesus made sure he was in Jerusalem during this important festival. Wishing you all a happy Hanukkah in this dream center where this Merry Christmas gift giveaway is taking place. It was kindly and lovingly founded by Tulsa's great pastors and people, the Honorable Pastor Sharon Dohy and her late husband Billy Joe Doherty. This gift giveaway will result in many lives being touched by the love of God. Yes, this special event is scheduled for December 7th, 2025. We are grateful for this Tulsa Dream Center which is a continual source of blessing to our home Tulsa and supporting documentation has told us tells us that the uh event they described the event event description annual toy run is to promote Christmas beginning at the gathering place Southwest parking lot 32nd and Riverside Drive to Tulsa Dream Center. kickoff event for the Tulsa Dream Center December toy giveaway. The only toy run in the North Tulsa community. This will involve transporting donated unwrapped Christmas toys on motorbikes to Tulsa Dream Center in addition to sharing the Toy Run flyer route and details. and they say, "I wanted to include we are honored to partner with Gathering Place and Tulsa Big Wheels and Car Club Tulsa to bring hope to North Tulsa." Five authorities, boards, and commission. Um, a monthly status report from the sales tax overview committee on current activities and efforts. Good evening, counselors. >> Good evening. >> I'm Maya Trevan and I am here representing um district 6. >> Yes. >> I have three quick updates um from the sales tax oversight committee. The first update is um regarding the citywide gateway signage. It's um our city gate our citywide gateway gateway signage project continues moving forward. We'll have two welcoming signs installed by early April 2026. One on the west side of Route 66 Village at 3770 Southwest Boulevard and one on the east side at Samson Lake north of I244 east of 129th East Avenue. These will create beautiful entry points to our city. With regards to public safety, on the public safety front, we've made excellent progress on our police vehicle fleet. Of the 61 new Ford police interceptors ordered for um fiscal year 25, 59 have been received and are already in service. The final two units are pending delivery. And I'm also pleased to report that both of our air support helicopters, Air1 and two are fully operational and mission ready. Finally, um Tulsa Vision Arts opened applications on November 1st for their seventh round of grant funding to organizations and activity that provide quality arts and cultural programming to the citizens of Tulsa while simultaneously promoting and encouraging tourism and economic economic development throughout the city. The application process closes at 11:59 p.m. on January 5th, 2026. Through the process, $150,000 will be awarded to a slate of awardees that represent a broad distribution of arts organizations. All applicants are required to attend a virtual information workshop to learn more about vision arts in the application process. If interested, the last information session is scheduled for Saturday, December 13th at 10:00 a.m. In addition, they're offering four optional workshops covering grant writing, writing clear grant narratives, marketing for arts and culture, and budgeting for the grant process. Mhm. >> Thank you. >> Good afternoon or good evening. >> Um I am Linda Jenkins and I am a district 1 representative on the sales tax overview committee and I'm also the vice chair of the STOC. Um, and in my vice chair capacity, I have the honor this evening to present the sales tax overview committee summary status report to you and to the community. I will begin by noting this report was distributed with the November utility bills as part of the city life insert. And for those of you that receive your utility bills in the mail, um the city life insert for November included the sales tax overview report. So happy to have that in the in the mail. And if you don't receive the report um in the mail, you can find the report titled fiscal year 2025 STOC annual report online at www.c cityofulsa.org/stc on the website. It is included under the yearly annual reports tab and it's if you download it or take a look at it, it's not as pretty as the one you get in the mail, but it's definitely there with all of the same information. So, I appreciate that you can get it online. Also, the report was approved by the STOC at our September 2025 meeting. It covers the programs we monitor as of the close of the city's fiscal year um 2024 2025 which is actually on June 30th of 2025. The report is prepared for us by the city of Tulsa Finance Department. The information is presented by funding source. Sales tax programs are listed first and then our general obligation bond programs are listed second. The STOC is pleased to report to the citizens of Tulsa that voted projects have been completed as promised, are in the process of being completed, or are awaiting the availability of funds prior to beginning the project. In a few cases, the voted project has been eliminated or materially changed. The committee is satisfied that the changes were prompted by valid engineering, budgetary or regulatory reasons not known when the project was presented to the electorate. And in each such case, those monies were appropriated to a similar project. All such changes have been approved by the mayor andor the city council as required by the revalent relevant ordinances. In addition, on the city of Tulsa website at www.c cityofulsa.orgsttoc, we have posted a list of the projects that were completed during the fiscal year 202425. The title of that document is fiscal year 2025 STOC list of completed capital projects and you can find it under the yearly annual reports tab so I can hold up a copy of this report. And several years ago, we worked with the finance department staff to create this annual report because we wanted to give citizens an opportunity to see the list of completed projects in their districts. The completed projects are presented by funding source with the notation of projects by council district. It's important to note that the projects were completed in all nine council districts. Also, two major vision projects were completed. Langston Health Complex Expansion and BMX National Headquarters. Again, the website address is www.c cityofulsa.orgc. Now, since it wouldn't be a report for me if I didn't provide an update on at least one project in District 1, I'm happy to report that Gil Museum received its certificate of occupancy on November 6th.
