Mayor and members of council, I'm gonna have Ian Massey, the Assistant Director of Community Development, to present these items to you. Good afternoon, Mayor and members of Council, Ian Massey Community Development Services Department. Today I'm here to provide a brief introduction to both items five and six, and I will be here for any questions. So the items before you are what staff is calling phase one of the proposed updates to the animal code, specifically addressing Title 17, which is animals. I'm sorry, Title 7, which is animals, and Title 19, which is our development code. As you may recall, staff presented to you on April 15th a broader proposal related to these two chapters. And after much spirited discussion, it was determined that we would withdraw that item and come back to you in a couple of phases so that we could bring back to you what was most pressing issues, which is our animal welfare, animal cruelty and animal abuse items. And that's primarily what we're here for today, as well as the non-residential animal establishment issues that we'd like to address. We will come back later this summer, early fall, and bring you more on the rural areas and our livestock ordinances or our proposals for those ordinances. In preparation for this phase, staff did conduct or did contact and conduct some interviews with 10 neighbors who spoke at the April 15th meeting, and all were offered copies of the proposed changes that are in front of you today. We had the opportunity to meet with any of them that wanted to meet with us, and there were no concerns raised during those meetings with staff. Like I said, staffs already began looking at input for the rural regulations, and so we will be bringing those back to you at a later date. But today, primarily, our changes are going to be focused on the animal welfare. In addition, I did want to take the opportunity after that April 15th meeting, it was announced that Henderson Animal Care and Control would be moving to the Community Development Services Department this summer. And so as part of this change here that you are proposed to adopt tonight, we will be changing the name of Henderson Animal Care and Control to Henderson Animal Protection Services. Up on your screen is a badge for identifier to show you what that will look like on our Henderson Animal Protection officers as well as our Henderson Animal Protection Services staff should this go forward. Like I said, I'm more than happy to be here to answer any questions that you might have related to the proposed changes. I did go through this whole bill that they've proposed, and I found all of it to be really good positive things and I had no problems with any of the things that they're trying to pass today. The mobile animal services part does affect me and I'm fine with them inspecting all of my vehicles and all of my trailers and all that stuff that I move animals in. I did want to just say that I appreciate you and I would love consideration in the future to be able to give some input on the second part of this bill. Thank you. Thank you. Item number seven is bill number 3843, amend Henderson Municipal Code section 2.05.010, salary for municipal court judge. recommendation is to refer to the regular meeting of june 17th 2025. hello mayor and council good to see everyone again thank you again for past briefings and germane to this topic so the current labor market my name is javier mendez human resources director for the city of henderson the current labor market is very competitive and to ensure top talent experience and the quality of the incumbents increasing workloads We are looking to amend the city of Henderson municipal code 2.05010, salaries connected to the municipal court judges. A recent compensation study was conducted and the results did show a difference in pay to local and national agencies. The base market study showed that the total cost to ensure there's parity and equity with the judges is $70,127.58. This request is cost neutral working in tandem with municipal court. There's no cost, it is cost neutral due to cost position savings and the HR equity pool. And so our representatives that qualify every fiscal year are open if they qualify for the annual pay adjustment and the general increase. Hence we are requesting this time to move forward with that parity and that equity for our judges. Request and motion is to approve and I'm happy to answer and give further details if needed.
