In February, the Hastings Economic Development and Redevelopment Authority authorized an agreement to sell this property for a second location to Rio Grand Trucking, located at 2260 Margo Avenue South, which has been operating there for the past 23 years. This site will be for the purpose to house their semi-trucks indoors, have additional indoor parking spots for rent, designated areas for light maintenance work on their own semi-trucks, outdoor parking for semi-trailers, an office to manage operational tasks, and a fuel tank. The building is in the center of the site with maneuvering area around it and parking. **[3:54] Justin Fortney:** ...for most uses for a building this size, but since this building is mostly designed for parking itself, that parking can be in the building. There's four spaces that are striped in the front of the building. **[4:40] Justin Fortney:** The applicant states that passenger vehicles would likely be driven to the site where the person would take a semi-tractor out of the garage and replace their personal vehicle in that space until they returned. There's those four spaces in the front of the building and along that back property line. **[5:28] Justin Fortney:** ...was reviewed by the Fire Marshal, found to be acceptable, and will be reviewed again by the building official when building plans are submitted. With that, staff is recommending approval of the site plan and the applicants are here if you have any questions for them as well.

On this one, some of it would flow out to the street through those entrances, and then a lot of the other drainage would flow out to the northeast, which is more or less how a lot of this site development was planned. I think the site doesn't meet the size requirements for building onsite treatment of storm water.

At the last City Council meeting, the City Council approved a Highway 55 small area plan consultant for that project. They'll be looking at the Highway 55 area to the west of our current jurisdiction, looking at potential uses and housing possibilities out that way.
**[9:19] Justin Fortney:** We've been getting a fair amount of questions from developers and property owners out there, and rather than just looking at those one at a time, we kind of wanted to put together a plan for a greater vision for the area so we can inform the developers what we'd be looking for. So we can kind of have that developed more holistically than piecemeal. And then for the upcoming meeting on July 22nd, so far we've got—I think probably maybe three—applications for cannabis special use permits, and that's all so far.
