e the April 10th 2019 special meeting of the city council is called to order this meeting has been properly noticed and posted in compliance with the open meeting law this building is protected by state-of-the-art fire detection and suppression sprinkler system if alarms should activate and if Mr coffin would please not talk while others are talking if alarms should activate during today's meeting please evacuate using the exits at the back of Chambers out to the mezzanine proceed out the double doors to the Terrace and down the back staircase for anyone that has difficulty with stairs please check with a marshall or Fire official for assistance once outside assemble on the northeast corner across the street from City Hall at Lewis and First Street Street employees wearing safety vests are our city Marshals will inform you when it is safe to re-enter the building for public comment related to the items on the agenda citizen participation and public hearing items we have available a speaker card which you can complete and submit to the city clerk cards are available online in the clerk's office or at the rear of the chambers if you do not submit a card it does not prevent you from speaking under public comment citizens participation or specified public hearing items if there is anyone present today that has a need for hearing impaired equipment please see the city clerk staff please note if you parked in the parking garage across the street a self validation machine is located in the foyer between council chambers and the security desk you walk through to enter these Chambers you must have your ticket with you to use the machine if you do not have your ticket see security Personnel when exiting for a validation coupon before we proceed with the agenda would everyone please rise for the pledge I pledge aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all we will now move to item number four public comment during this portion of the agenda must be limited to matters on the agenda for Action the amount the amount of time any single speaker is allowed may be limited all comments made will be cross referenced to those specific items if anyone submitted a speaker card or who wishes to speak under this portion of the agenda please come to the podium and state your name for the record this is your opportunity to address the council but the council is not able to respond or engage in dialogue and is there anybody here who wishes to speak to the council aha we don't need to sit the time at 1 minute then thank you we move on to item number five discussion for possible action regarding the certification of canvas election returns for the April 2nd 2019 Municipal primary election Mrs Holmes good morning mayor and Council my name is Lan Holmes city clerk for the city of Las Vegas for the 2019 primary election there was an active voter registration of 31,33 1 voters in the city of the 26,998 3 or 2.06% were submitted by mail 12,476 or 4.01% voted during early vote period and 8,100 or 2.6% took advantage of one of our 33 vote centers across the four jurisdictions on Election Day the total ballots cast represent present 8.67% of the total registered voters there was one irreconcilable error in the 26979 ballots cast with no tabulation errors identified as stated by the register of Voters the foregoing irreconcilable dis discrepancy did not alter the outcome of any race for this primary election the statement of vote which contains the return of the votes by Precinct is listed in your backup with that said I recommend that the city council accept and ratify the canvas of the results for the 2019 primary election any questions any questions from the council yes I yes thank you I it's a general question about how we did the election and I think we took a fair amount of criticism for having so many places we did the right thing by having so many early voting places and everything you and Joe Gloria worked it out and the other clerks perfectly but now I'm thinking for the general when we do early vote if it's not cast in stone I think maybe we had almost too many and we should keep a fewer number but keep them permanently like supermarkets and things like that or or more of that kind of thing where people can park and go in and and vote because they can't keep track of what was going to be the place to go to with so many changes well that's my consideration here and on my take off okay and I'm sure that you put them into your consideration for the well how how the planning going for the general thank you councilman through you mayor per Tim actually we've already started the schedule and uh we took a look at the locations that we have unfortunately we don't have any locations other than our our long-term um like the Meadows Mall who has agreed to allow us to be back inside um which is wonderful that they're allowing that um but we have uh we have upped and rearranged our early vote schedule a little bit and so we're guaranteeing location in each of the three Wards for the general for each of the full two weeks it usually uh for early vote it's it's a little sporadic we'd maybe have two or three days in one W two and three days in another Ward that has to do with the resources that support early vote um the register of Voters has been really great with supplying us enough resources that we will have places for the entire two weeks in W one for the entire two weeks in W two including the weekends and the entire two weeks in war three U if I could follow then would they be in one prominent location or two prominent locations in each Ward so people don't have to go finding that uh you know that uh voter guide and then figure out where it is that day it's they in I would say there's probably four prominent locations City Hall will be consistent um Meadows mall is consistent we're using East Las Vegas uh Library um we're using which one oh gardz yeah gardz allowed us a few more days that's on the east side and that's great on your side sorry so and then of course we're going to publicize we're going to be publishing the schedule we'll put the schedule out on the website we'll make sure there's a lot more um communication about those locations going out to the voters as well thank you that's what I needed thank you very much uh Mr CER thank you madam mayor proam one I just want to clarify with legal on the record uh Cons considering the fact that I was a part of this past election am I okay to discuss and vote on this yes C I think so okay just want to verify thank you oh I want to get in trouble you're fine right thank you and and two uh you know this past cycle you know there was a lot of discussion I know my ward um with early voting we only had D little was only open for a couple days which is right in the heart of that if it would have been open really for the entire time um would have been better I'm not sure how much turnout would have been better or not but it would have been giving people more ample time um and I got a lot of discussion about that during during the campaign season um and two are we not going to have any for the moving into the general polling places in Wards four five and six whe there shouldn't be any there correct I mean um people are going to just be in one two and three correct okay so for the general we only have boards one two and three that are eligible so we took the resources that they would normally be putting in four five and six and we reallocate them so that we have um a broader coverage in 1 two and three for the so there'll be additional sites that that can be added okay thank you all right is there a motion approve authenticate rece motion to approve are you making a motion oh all right we have the motion vote on the motion please post and the motion carries all right now we have uh page six citizens participation public comment during this portion of the agenda must be limited to matters within the jurisdiction of the city council no subject may be acted upon by the city council unless that subject is on the agenda and is scheduled for Action if you wish to be heard come to the podium and give your name for the record the amount of discussion on any single subject as well as the amount of time any single speaker is allowed may be limited this is your opportunity to address the council but the council is not able to respond or engage in dialogue are there any members of the public who wish to speak under this portion of the agenda I see in this very crowded room that there is nobody unless we have somebody from staff or from media that wishes to uh use this opportunity I guess not so thank you this meeting is adjourned and who
