margie heard and i live at 308 stop hayes mount road in watkins colorado my family is owned 35 acres east of aurora for the past 22 years our property is two and a half miles from our closest neighbor and adjacent to the easternmost limit of the city of aurora i'm speaking with you tonight to request your help the city of aurora has administratively approved 15 earthquakes to be drilled approximately 1 000 feet from the two homes on our property aurora has also approved the oil and gas access road to be built only 100 feet from my son's home endangering my family and my grandchildren our son josh is a front-line worker and operating room nurse he and his wife kendra and our two-year-old grandson hunter also have their home on the property kendra is pregnant and expecting their second child in december in july crescent peak resources told us that aurora had approved the lung tree north oil and gas pet next to our property and that they expected to start drilling in december this decision may mean we will be forced to leave our homes for the next year and these are the reasons why first the public road question is using dead ends at our property is our only way in and out if creston has a traffic accident or an explosion similar to the explosion they had this summer the mammoth pad we could all be trapped the access road is adjacent to our fence line and goes right past josh and kendra's home second according to creston's transportation analysis during construction drilling and fracking operations they will send at least 320 semi-trucks a day past our homes the construction drilling fracking operations noise air pollution and truck traffic will go in 24 hours a day seven days a week and are expected to take almost a year we do not want our new grandchild to be born into this mess preston refused to consider another access route the excuse they used was that the city of aurora had already approved the access road next to our homes we have red aurora's operating agreement know that the access road could be moved but we need your help we ask that you please allow your staff to assist us in requesting that preston build an alternate access road to the location and actually the owner of the property where the luxury pad will be located has proposed a harmony subdivision which includes a road that could access the pad further from our homes making this oil and gas proposal far less dangerous just take an agreement between creststone and the city of aurora can make this happen so i just thank you so very much for your consideration of this thank you thank you next is arnie schultz you have three minutes go ahead mayor coffman on september 21st the 25th on this facebook page said that there are two very different approaches to helping those experience homelessness in the encampment the first is called the housing first model where the belief is that housing is so basic to the human condition that if you solve for that by giving free permanent supportive housing another shelter bed without any requirements placed on the recipients i totally disagree with that statement it is not a free program they are mostly supported by federal funds uh the direct recipients of emergency lease solutions ground funding from hud if he objects to taxpayer funding of anything what about our interstate highway he should stay off of it it's funded by taxpayers uh the other approach uh is the work first approach where the living those living encampments are offered a temporary place to stay with wraparound supportive services such as mental health substance abuse treatments and work training programs he goes on to say that he supports the city supports bridge house however the city can only accommodate of bridges can only accommodate 50 people for their year-long program which requires them to work part-time it's actually a housing first program receiving funds from marijuana and also hood a housing first model also provides the same wrap around services and utilize evidence-based practices such as motivational interviewing working one-on-one with individuals to help them access the services they need and this is what is recommended in the field of the unhoused and the experts and the mayor is definitely not an expert in this uh colorado housing crisis this is in uh from the denver post this weekend colorado housing crisis has been made worse by the pandemic patent damage and data from the u.s census bureau weekly household survey shows housing instability is especially pronounced among older adults in this summer colorado ranks first for housing instability in the us with more than a third of survey respondents 65 and older expressing slight confidence or no confidence that they could uh make rent so is the mayor going to if they become homeless is he going to sweep them off the streets like he wants to consensus service for more than a year okay thank you thank you next is todd todd you have three minutes go ahead yeah hi guys thanks for taking my call um i think uh what i want to say might be new to some of you and maybe it's not uh it's all about police protection for the northeast part of aurora basically i'm not even sure where i want to go with all this i know we are all limited on time and resources i guess i would encourage all of you to be conscientious of where the police are what they're doing um and obviously what the recruit situation is i've reached out to the police chief have not gotten the return on calls but the northeast part of aurora is out of sight and out of mind and i think that should be on your radar i think it's very important because you have lots of new residents moving into this area as well as businesses and i can tell you that i do not see a lot of uh cruisers passing through anywhere from excuse me 56 to 64th on north and i guess i'd invite you to reach out to your uh law enforcement friends in aurora and talk to them uh as well as possibly the chief and review the budget because i think this is going to be a serious issue that you all need to look at and i thank you for listening thanks that concludes the folks that have signed up items 10a through 10c um um staff presentation on item number 10d good evening mayor and council members terry velasquez this evening we will provide a brief presentation outlining the two contracts listed in items 10d and 10e the contracts are with catalyst public affairs for community engagement services and with atkins global for program management services the two contracts will assist staff in addressing the city's growing capital needs and aging infrastructure and they are intended to work in sync to prepare for a possible future election related to the city's capital needs the project team includes communications finance public works and house housing and community services departments next slide in early june the city issued two rfps one for community engagement services and another for program management services firms provided proposals for each of the rfps following interviews with the shortlisted firms the committee selected catalyst public affairs as the top ranked firm for community engagement services and atkins global as the top-ranked firm for program management services and now i'll hand it over to kim stewart to discuss the community engagement contract evening mayor and city council i wanted to just take a minute to let you know why catalyst was selected and is recommended for council's review and approval tonight uh they are providing a very broad approach to strategic communications community engagement education reaching diverse audiences and public opinion research we think that's a very important component of this we'll also be receiving support from four of their team members who have different disciplines and communications everything from strength and digital communication to community meetings and engagement they have vast experience including on community issues including from tax issues to transportation education and energy a couple of the examples of projects that they've worked on successfully seeing those move forward is the c dot pell the pub i'm sorry planning and environmental languages stakeholder project and those projects have moved forward to construction additionally west metro fire uh they had a community engagement process leading to a passage of property assessment for that agency next slide thank you so this is a way for us to extend our city staff who are working at capacity right now so key to this contract is catalyst staff will be doing all this work at the city's direction certainly we'll be happy to keep council informed on key decision points and movement as we move forward but they'll be providing executive strategic and inclusive public communications that means multilingual engagement campaign the research right produce all campaign content materials again in our review manage the media relations attached to this campaign effort develop and manage community-based campaign committees that need to take place and to build this base of support in our community guide ongoing communication with key stakeholders of course including council members and community influencers seek community feedback regarding ways to fund capital projects not only what do they want to see what would their appetite be for supporting questions should those come to be but how might those be funded and then facilitate publicize and document community meeting outcomes conduct research and public opinion polling including data analysis of those polls and also on the technical side work with the program management contractor to provide technical detail as needed to communicate with the public and seek their feedback so i'm happy to entertain questions and cinnamon watson from catalyst public affairs is also on the panel available should you have questions of them questions d look like now um well need a motion for number 10 e mayor would you like to give an overview of the program management oh i'm sorry um please proceed okay sure um from the program management perspective atkins global was selected they have an ability to provide key personnel they can act as an extension of staff very easily they have excellent project understanding and approach and you'll see the similar experience includes not only denver's elevate but also a lot of work in georgia as well so some of the tasks that they're going to do with this initial phase of program management is really around each department is updating and refining their capital needs list we'll provide that to atkins and then they'll really start the effort of validating and updating the cost estimates and they're going to be integral in helping us create and perform the project prioritization and that criteria is going to be developed in conjunction with the city staff as well as the community engagement process um so this the previous slide in this slide is really around the core services that you see in the budget the core services are about two-thirds of the overall budget that we're proposing um so other items that they'll do as part of these core services includes projecting cash flow requirements doing a risk assessment of both the projects and the program overall and then most importantly they're going to provide the communications of technical and non-technical information specific for all the projects in support of the community engagement plan one other item i wanted to note i mentioned the core services about two-thirds of the budget special assigned services is about a third of the proposed budget and they will only be authorized if staff sees them as a need as the program is going on and some of that might include potential funding sources financing alternatives and p3 advisory services so with that um we are looking at an atkins fee at about 925 000 but again two thirds of that is only going to be authorized initially um and then the other 313 would just be as authorized by staff and we'll do check-ins with council throughout both engagements and both contracts include termination clauses thank you and just add real quick uh we did have a waiver reconsideration for both contracts and just wanted to bring that to council's attention because of the timeline and the schedule questions of staff on tv a question mayor uh mayor with him yeah on the on the budget that has to be approved by staff the 300 so thousand um it says in here public private partnership advisory services including high level evaluation for those opportunities but if we went that route with a c3 wouldn't that be a very long very detailed process so i don't know i guess i'm trying to figure out how they would if they're making a high level evaluation and then they came back and said yeah we want to go this route then that's going to continue to add cost and time perhaps and actually uh matt struley who is with atkins global is on the call today and he could probably give some good insights as they are definitely the experts so matt i don't know if they're available uh yes ma'am can you hear me yes okay um so the the uh services that we quoted in in regard to the public private partnership is is really a high level uh evaluation of whether the projects themselves are good candidates for public-private partnerships uh you are correct in that there would be a more in-depth more elongated process for a public-private partnership type contract to put together for uh to go to market if you will but there there is definitely a evaluation a high-level valuation that can they can kind of uh scrub if you will the individual projects to see if they're good candidates or not so would that that portion of it only happen if after the voters after it goes to the ballot for the voters on on a particular or you're you're going to identify projects those go on the ballot i'm not getting the connect with the p3 so the public private partnership is purely just a project uh delivery method okay right right so as as it would go to the ballot or other approval processes we would take direction from staff or council however however that worked we would just simply go through the evaluation process to identify a check mark if you will to say this project is is a potential candidate if it has perhaps x y and z type type criteria um and and it involves probably a very high level 10 10 20 criteria evaluation for the project mostly focused around the revenue stream potential revenue stream for that projects okay thank you very much uh further further questions of staff uh saying none uh i need a motion on tinney mayor a motion to approve tenney with a or or or financial conflict and that's why you didn't vote on the last item after a personal conflict that an employee not the principal not a principal of the atkins firm i have no idea whether he'll be working on this project is my volunteer campaign treasurer uh with the story now please read the title of i'm number 11am item 11a is resolution 2021-101 a resolution of the city council of the city of aurora colorado expressing the aurora city council's support of the first amendment to an intergovernmental agreement between the city of aurora colorado acting buying through its utility enterprise and the urban drainage and flood control district dba mile high flight district regarding design and construction of drainage and flood control improvements for sand creek baron moore ditch at zeon and billing street brief presentation my staff good evening council and uh mr mayor what you have before you is an amendment to an existing iga that the city has with uh with the district and uh the project that we're talking about today is located at the intersection of zion street and 32nd avenue and uh what the the project really is is to alleviate some of the flooding that is uh experienced on zion street uh in large storms we have over topping and it also back waters basically impact some of the the property lines along along 32nd avenue so um the original iga was for the design of the improvements and this was funded by the city and the district and the cost for that uh original iga was a 200 000 funded on a 50 50 basis with uh with the district so the amendment that you have before you is for the construction of the works for the improvements and uh the total for the construction is uh 500 000 and this is being funded uh wholly by the by the city because this uh culvert that we are removing and replacing was really part of the city's uh stormwater program already so in this case we're just having the district serve as our extension and they will conduct the construction work on our behalf and this amendment is to transfer the monies for that construction uh motion thank you move to approve 11a uh second second mayor been moved by councilmember versus ordinance of the city council of the city of aurora colorado amending chapter 6 of the city code to update definitions and licensing and to allow marijuana hospitality businesses and retail marijuana hospitality and sales businesses within the city and where we do have public in the line to speak very well proceed with that please all right first is sarah woodson you have three minutes go ahead thank you good evening honorable mayor and city council members my name is sarah woodson i am the executive director of the color of cannabis thank you for the opportunity to give public testimony this evening as we lead up to the final vote regarding hospitality i would like to address a few things the first thing i would like to address is what is social equity in the cannabis industry cannabis is a billion dollar industry that is now legal in the majority of our 50 states the regulated industry is funded by private sector however millions of black and brown people have been negatively affected by cannabis prohibition and the war on drugs there is now a deliberate effort to repair and restore those communities one of the pathways is through business ownership in the cannabis industry our state and governor's office has made this a priority by passing historic social equity cannabis legislation and providing four million dollars in funding all during a social or all during a pandemic social equity is by no means a handout the program is not based on a protected class and stakeholders were intentional about that this program gives small business owners and innovative entrepreneurs an opportunity to have a seat at the table and many of these small business owners and entrepreneurs are people of color it does not guarantee that you will eat at the table or even be able to order at the table it provides an opportunity that otherwise would not exist due to lack of access of private funding passing this policy this evening would align with the state and show that aurora cares about social equity and its diverse guidance communities our organization consists of small business owners that have started to make investments in hospitality based on council's initial support for hospitality we do not have deep pockets and hospitality not passing will negatively affect our business while emotions can run high when people's livelihoods are on the line and they are new to the political process on behalf of all social equity applicants is it is never our intention to disparage any council members as an aurora resident an aurora high school graduate a social equity aurora business owner an african-american woman and most important a social equity advocate i would ask for a yes vote it is important that policy is created that reflects and supports the diversity of rura well thought out policy viewed through the lenses of equity policy that benefits all of our businesses and aurora's diverse communities thank you for your time and consideration this evening i am available to answer any questions or concerns you may have thank you all right next is rudy morris you have three minutes go ahead yes can you hear me okay yes we can i'm sorry good did you say you could hear me okay yes sir go ahead okay uh i represent one of many pepper gardens residents who are opposed to our newly proposed ordinance to allow marijuana hospitality businesses aka pot lounges my understanding is the council's proposals to establish these hospitality businesses much like a bar but with emphasis on smoking pot instead of drinking alcohol beverages our immediate question was why what socially redeeming value is there in allowing public pot lounges where friends can gather smoke pot get high leave the meeting and become one more dui driver and kill people we have daily and weekly examples in the news already of hit-and-run car wrecks property damage for the impaired drivers from drugs of all types including marijuana as well as alcohol we had heather gardens had a resident couple killed in july of 2017 on yale avenue right here between feather gardens on marina drive and chambers road to the east the couple simply went to the local walmart grocery shopping way back they got hit head on by a larger pickup truck by an impaired driver who crossed the center line the couple was killed instantly due to the speed and difference in the size and weight of the vehicles involved we have already suffered loss of life due to dui we don't need more several police departments in the denver area have put on driving tests for our teenagers who think pot will hurt you and doesn't affect your cognitive skills the police select volunteer teenagers who smoke pot set up a driving course of traffic cones in the school parking lot we have the teams running through the course against the clock then they take a 30 minute break have the team smoke during the break and have them run the same course again against the clock the results are startling to the teams but their second times are not only noticeably slower but they also run over cones run off the course and show markedly worse driving skills due to dui from smoking pot we've seen those on tv and i applaud the police departments that go to the trouble of trying to educate our teams and young people i suggest that aurora has much more important problems to work on than making pot more easily available sir you're three minutes okay thank you for your consideration all right next is samantha walsh you have three minutes go ahead thank you very much my name is samantha walsh i represent colorado cannabis tours at mobile hospitality business in colorado uh we are actually part of the study session um that they gave you guys the video tour of what a mobile uh business looks like how they operate also represent black brown and red badge which is an organization dedicated to representing minority business owners of color in the cannabis space we want to echo what ms woodson said earlier i think she gave a wonderful and succinct perspective on what social equity means and to not only the state of colorado but i think what we're trying to do in our more diverse cities like denver and aurora which is provide opportunities to communities who have been denied so in the past particularly in an industry that was built off of their marginalization and oppression um to address some of the issues i think one of the reasons that nobody in the hot and marijuana space wants to see increased duis and most the people in the hospitality are being very conscientious of safety programs and making sure that no one is over served and that no one over consumed one of the reasons that my client canada colorado cannabis tours does provide vehicles is so people can enjoy cannabis while touring the beautiful state of colorado and not put the drivers at risk on the road they have a very good filtration system that prevents any sort of secondhand intoxication for the drivers they have a very good filtration system that prevents any odor from escaping the vehicle so we applaud city council's um drafting on that part of the ordinance from section two um we also applaud the efforts to prioritize social equity for the hospitality and sales we'd like to see that extended of course to non-sales hospitality venues but understand that you know you guys are doing a really great job doing what you can in order to accommodate the needs of existing businesses as well thank you very much for your time we hope council passes this ordinance unanimously and we look forward to doing business in aurora someday thank you next is victoria you have three minutes go ahead because i'm a native of colorado lawson back in 2015 you stated our city should offer support for small businesses so they are able to flourish and partner with the other businesses ensuring that they are successful and stay in our communities the road toward building a successful city ensures that everyone has a voice in the city's decision-making process we may all be different but we all want to live in a city where we feel connected to our leadership in order to voice our concerns on issues that affect us our families businesses and neighborhoods there are a lot of hard-working individuals in the city of the world that we are given that opportunity dreamy illusions which is my company i'm a ceo we would like that same opportunity to flourish as a small business in aurora and to bring change to our community along with diversity we as dreamy illusions want mobile hospitality in aurora to be placed where cannabis users can gather socially and consume marijuana in a safe and regulated environment we would never create a business that will bring harm to our own community for financial gain we love the city of aurora we believe that through communication and cooperation with all involved dream illusions the city of the world the city of the world council members the mayor of aurora in the cannabis task force we can pass this bill keep the community safe and create residents for the city of iraq hopefully we have shared enough thank you very much and thank you uh and mayor and council my wife and i are strongly opposed to potluck launches because marijuana is an addictive mind-altering drug which causes its users to lose control of their abilities including driving marijuana use has caused many serious accidents some resulting in death pot losses would encourage more use of marijuana and this would result in many more terrible problems including traffic accidents deaths and other serious problems please vote no on pot lounges because they are it is an addictive drug it's a mind mind altering drug and it should not be encouraged with these pot allowances so please vote no on pot lounges thank you thank you next is chris kim you have three minutes go ahead individual aurora council my name is chris kemp and i am a social equity applicant but today i'd like to consider voting yes to allow candidates hospitality in the world i like to bring to the attention that yes the social equity does not guarantee success on any level it is just an opportunity to be able to enter the cannabis industry with little or no guidance and very little support i honestly do believe that by voting yes upon if they allow these special hospitality services that it will generate a more wealthy environment and allow for safe and honorable consumption a world will now have safe license and regulated establishments for residents tourists and other coloradoans to consume cannabis legally and that's where president i look for equity businesses people will no longer have to consume outdoors and go to every beneficial move for public health and safety for the city so at this moment i am asking you accountable to go forward with canada's hospitality business in the war with social equity provisions respectfully my name is chris kemp owner operator all right thank you our last speaker is michael diaz rivera go ahead you have three minutes hey everyone thank you for having me better days are on the way my name is michael diaz and we're a homeowner father community member and social equity delivery owner i say that better days are on the way because being a delivery owner has often opened my family to opportunities that weren't previously open to us and that's why i think others should have the opportunities that my family has as an royal community member i see no reason why hospitality would not be beneficial to our community so i support a yes vote in all policies for canada's hospitality in denver i support all policy that supports social equity in the cannabis industry we know historically what has happened to some of our most marginalized populations and as a teacher the way that i teach social equity to my students is that it's giving community members what they need to succeed and thrive so hospitality is just one area where we can help our community members to overcome the obstacles that were put in their way and i don't even like to call it hospitality i would prefer to call it wellness centers we know that marijuana has historically been a medical product and we know the wellness that marijuana is doing for our communities by having these wellness centers it encourages the friendly community building that we want in aurora wellness centers are really just friendly generous entertainment centers where visitors strangers can come together and share their love of the medical plant cannabis and hospitals hospitality centers will make that better for us studies show that marijuana can be safer than alcohol and some pharmaceutical drugs so once again i just want to say i'm a vote in support of hospitality centers this is as a social equity denver business or a business i'm actually in denver anna where delivery coming better days y'all better days we're on the way i need a motion uh on 15a expected by council member coons to approve out of number 15a discussion mayor uh councilwoman gardner i'd like to propose a substitute motion uh motion to continue this item until december 20th um second okay it's been moved by councilmember the gartner and second by council member hilts to um defer uh under 15a until i'm sorry what date december 20th until the regular meeting of december 20th um discussion mayor uh councillor garner thank you um so it's my it sounds like there's still some issues that we need to work out with this policy but i know in the past there's been um several examples of professional courtesy in voting to delay items and i hope that that courtesy is extended here as well while we work out additional items on this further discussion mayor uh cousin rails thank you um yeah i i support continuing this um i won't be here for september 20th but um i'm i'm fine with continuing it that as a professional courtesy i do know we've done that in the past so if the if that's something that um counts mcgardner would like to do i'm happy to support that just a quick question of city attorney's office um can you if that will be an another city council a newly formed city council can you defer a matter to to another council to decide yes you may yeah it's cutting it to a date specific so you may you may go to a brand new council as well very well uh further discussion mayor all right councilwoman coach um yeah i think in addition it seems like we need some more community outreach and education a large number of the emails that we received collectively as a council on this item indicated the impression that this was going to allow marijuana consumption in all public places and so i think we need to make sure that the community understands what hospitality is and what it entails prior to having a vote and make sure that people understand what we're really voting on further discussion sitting done when the clerk please call the role on the adoption of the gardner motion uh the two postponed until december 20th uh plus 1 15 a until december 20th uh mayor kaufman no councilmember grouper no councilmember lawson a question my apologies um can you quickly review how uh what it would take to call an item up from being on the prevailing side and again you need uh six members of council to call it up uh and one of those that the call-up actually has to be a member of the prevailing vote correct so hypothetically if this gets voted down currently uh this would not be able to be brought back by six months even with a new council is that correct unless substantively changed within the six months so after six months it could come back again okay and this voting against the bur yeah against the motion to uh delay the vote does not impact the actual uh item on the agenda correct we would come back to that if this motion fails if the motion fails then you will address the item later under final reading all some raw politics what's going to happen now is that councilmember marcano says he voted against his principles and voted with uh with the people that he's disagreed with on every vote has now set himself up to bring this item back following the election as opposed to following a standard procedure where you would wait six months so when you talk about raw politics and you talk about voting against your morals this is exactly that mayor okay um okay i mean i probably shouldn't allow that i'll allow you as a response uh because it was um it was not in order but just tomorrow mcconnell i appreciate that mayor uh yes just to clarify uh i did in fact use parliamentary procedure for the advantage for the intent of advancing equity in our city so i do fully intend to bring this back after we have a council that hopefully is not susceptible to reefer madness threats so thank you councilmember gruber for bringing that up okay so with the flirt please um state the outcome to approve item move us into another council as opposed to this council that's very unusual yes we have we have delayed votes in the past but we've never delayed votes or at least since i've been on we've never delayed votes so that the people on council now will not be able to vote when it comes up again further discussion to the gardner motion council member thank you um you know come i i guess what councilmember marcano is trying to get it voted on again on the december 20th i'm guessing that it'll probably be on social media later tonight or tomorrow but my question is um should it be voted on and it not pass um on december 20th or whenever he he has it on the agenda um what will that do to 15 p if it's only on the 20th but a doesn't pass shouldn't it be tied somehow to a you know instead of just having b out there somewhere shouldn't shouldn't he go with a whenever that happens i mean is there already a plan that we don't know about customer business at this point uh 15a is uh the loss of 15 is a subtle question obviously there are parliamentary maneuvers that can bring it back that the city attorney referenced but um they these are these are these are two separate items although i obviously understand their their connection further discussions uh councilman yeah um to that point couldn't we and this is maybe a question for staff couldn't we establish the zoning necessary to have these businesses and then subsequently establish the licenses is that permissible city attorney or staff and these are separate items what one is one is the regulations one is zoning and they're actually separate for a reason so you could you could pass it one and not the other thank you uh mayor jensen yeah i just want to point out um similar to what councilmember ruber stated we've we've used parliamentary tricks or whatever you want to call them in the past to um you know be on the prevailing side so you could bring something back but never never to change a council to completely do this during a different council i just think it it is personally for me it's unethical because you are not honoring the council that went through all the study session and the last vote and again tonight's vote i i think it's really just um dishonorable mayor mayor wisconsin um yeah so i'd like to clarify that the council that went through the study session and the first reading approved this ordinance and so the real question is the sudden disapproval on second reading without explanation councilmember mcconnell thank you mayor i was just going to say that we could have you know done the sensible thing and honor councilmember gardner's request uh to just you know move it on but since we didn't do that i will again gladly use any tricks at my disposal to voters and we pretty nasty comments towards uh council member marcano hoping to accomplish a similar outcome but i haven't heard that same um accusation or that really terrible language towards council member gardner i don't wouldn't approve either way just for the record but just for that parody sake the sponsor is asking to delay till after the election as well so if we're going to be you know if your error you know if your your opinion still carries through that's great but i've heard some really you know one-sided comments towards council member marcano when it sounds like councilmember gardner the city of aurora councilmember lawson thank you mayor i think most of our most of the colleagues attended the cml conference i thought it was a pretty good conference with some good sessions um i myself if you continue to be involved with cml um you become part of the muni university so i have i've got a actual award for being at the leadership level so i was honored to get that award at the breakfast that they had on friday morning as far as pfizer report the federal updates the federal government faces a deadline on thursday at midnight to pass the annual appropriations bill to keep the government government open the senate is expected to take a procedural vote on a continuing resolution funding the bill to keep the government open today the vote is expected to fail because it includes language to raise the debt ceiling treasury officials believe the federal government will hit its debt limit sometime in october in the house lawmakers began debate on the bipartisan infrastructure bill that has already passed the senate a final vote in the house is planned for thursday this week democrats in the house and senate will continue to do an inter-party negotiations on the federal soft infrastructure infrastructure reconciliation bill for rtd reimagine the overall reimagine rtd next steps we're going to it's going to be the discussion of future transit services and scenarios and the preliminary evaluation of strategies um the modeling to also have discussions on the modeling analysis tool um the fleet electrification facility needs and analysis and the future financial look the primary results which will be coming up in the fall of 2021 um the next committee meetings are the technical work group will be meeting on october 6. the advisory committee which i'm part of will be meeting on october 7th rtd system-wide fair pass program study and equity analysis the proposals are due by october 11 for support on the project putting the agency on track to develop an equitable fare structure and recommendations for past programs by late 2022 and then implement those changes in 2023 the rtd board district reconfiguration 2020 census board committee formed work started started this fall um i do want to say base coverings are still required on all rtd services through january 18 2022 per the federal mandate so that's my report smear thank you councilmember gruber thank you man a couple of things first off i want to thank the organizers of the colorado municipal league they had a very good conference for all the city leaders all the municipal leaders in the state at westminster earlier this week because they did a very good job second thing i want to announce is that the aerotropolis regional transportation authority is nearing uh completion of issuing debt uh to the tune of over 60 million dollars this will pay for additional roads in the northeast is fully funded it was waiting for what they call an absorption report a report identifying what the housing market projections are and what those tax revenues will be and whether or not the city can afford any county can afford to do this uh those reports came back positive and as a result of that i think we're going to see uh additional major construction uh in the northeast part of the city that's all i have councilmember hills oh councilmember hills i have no report thank you councilmember gardner no report thank you uh council member mario thank you mayor um just wanted to let everyone know we had our second hybrid town hall this last month i'm hoping to be able to continue that moving forward it's uh we're still working out the technological kinks but meeting one we had to pass around a bluetooth little headpiece version two we actually had our um tv aurora 8 uh folks helped set up a configuration so i'm really excited that we're increasing our ability to engage folks some folks you know obviously wanted to be in person and some folks are still i'm not entirely comfortable with that so i was really happy to to see that move forward i've been wanting that actually since before kovid but i think hovid kind of forced us to work out the technological uh part of that so i just wanted to say that additionally at my last town hall we talked about elections and we we know that there's an election coming up um in just five weeks or so um and we had our city clerk talk about the process about getting on the ballot um and a bunch of other things as well and i just wanted to share some of the information that i learned um as you know uh we have our election in odd years um where turnout is generally lower um and i think the numbers uh of 2020 compared to 2019 really highlight that contrast so in douglas county the overall turnout overall turnout for and this is for the entire county not necessarily just the aurora portion but it is still a good example so douglas county the overall turnout was 91 in 2020. um in 2019 an odd year the overall turnout was 43 so big contrast between the two pretty stark arapaho county in 2020 was a turnout of about 85 percent arapahoe county in 2019 was 39 again pretty clear um difference in turnout which is um pretty pretty drastic and then adams county as you all know we have all three counties adams county overall turnout in 2020 was uh 85 um in 2019 adams county turnout was 35 so um without you know talking about one which way to vote i just think from a access standpoint i think it's pretty um shocking to kind of see the differences between the two um and would love to continue engaging and figuring out better ways so that we have are now in in all of the years right we're as city council members elected in these odd years and any way that we can help support greater turnout so more folks are participating in electing this um pen member council plus mayor member body i think is in our best interest so i just want to share what i learned which i thought was pretty um shocking oh and my next question is the fourth thursday of october which is the 28th um thursday at 6 p.m hybrid thank you customer reversals thank you mayor um i did want to remind everybody speaking of voting this coming wednesday night as in two nights from now we're having our aurora candidate forum and it will be um the candidates from wards one two and three and all the at-large candidates well i say all we never know who's is gonna show up and who's not gonna show up until they get there so hopefully they'll all be there but you can watch it on auroratv.org i think you can probably watch it on facebook live you can also watch it on your comcast um 880 um or whatever you're used to watching the city council meetings on it will be on that plus it would also be be played over and over and over all month until the end of october excuse me so um i think you you probably would want to see that because there's been so little information out so few candidate forums that you're going to get a ballot and i hope you will know you know um what to do and because you've heard them speak so remember that uh from five until about nine it starts at five o'clock and it will go until about nine it is virtual so you won't be able to go in it's usually at the city building but not this year for residents to come in so you'll have to watch it on on tv or on your computer somehow so i'm looking forward to that um the accelerate colorado trip is coming up october 6th through 8th and that is when we go to washington and actually have one-on-one meetings with our lawmakers in washington and get them familiar with colorado colorado's needs and of course those of us from the city that go make sure they hear from us as to what aurora needs and it's it's a chance to get to know them and um get them to to you know talk to us one on one so that's a good trick um but before i get off i want to congratulate uh again uh councilmember lawson for being on the executive board of the colorado municipal league she worked hard for that and she has a lot more meetings to go to than we do so congratulations councilmember lawson okay councilmember marcano thank you sir so aurora sister cities we had our board workshop earlier this month where we set goals for the coming year so the organization's finances remain strong and we have some exciting grant opportunities in the works and we're also working on a diversity equity and inclusion plan for the organization looking into the future and also strategies to improve organizational visibility in the coming year hopefully as covered restrictions uh lighten up or rather covid uh hopefully it gets under control we'll be able to do some larger events and get folks excited about sister cities um so i actually was joined by the mayor this morning at a ground breaking at the point for an affordable housing development uh on the southeast corner of parker in peoria i'm really excited to see that break ground and i'm looking forward to it coming to fruition over the next couple of years and that is my hope that it is the first of many many more to come in ward 4 and throughout the rest of the city as you all know we have a massive housing deficit especially when it comes to affordable housing or even workforce housing in our city so i'm hopeful that we're on the right path to correct that deficit and our final ward 4 meeting of the year is going to be at the stampede on thursday october 14th at 6 30 pm we will be in person and i will be working on a better quality digital attendance uh set up for that and uh we're going to have an at-large candidate forum so be sure to attend so that you can ask the folks running uh to serve on city council your questions before you fill in your ballots so it should be good i think so far i've only gotten a response from one of the six candidates or seven candidates rather that's running at large so hopefully more show up and uh with that have a great night mayor pretends thank you mayor did you skip me oh i'm in trouble councilmember combs thanks no worries i know we all want to get out of here i'll try to be quick um so the next ward 5 town hall meeting will be october 6 at 6 00 pm at heather gardens and like my colleagues i will be trying to improve the um hybrid capabilities and the sound since i heard that it was a little hard to hear on the last one i also want to congratulate cml on an excellent conference and council member lawson on being on that board of an organization that really put together a conference that covered so many important topics a lot of things on transportation and arpa which we all know are very important in our cities right now to me of most interest were how to use our arpa funds in partnership with other levels of government working through difficult and divisive issues in our community by engaging community members more to drive the solutions and renewable energy and green building codes and how we can make sure that as we're implementing building codes they are helping us to have the most successful future we can with respect to climate and energy use um and then i also want to report that visit aurora also had our annual board workshop um the prior week that included some really great ideas for continuing to to improve city attractions including an idea that our citizens budget advisory committee also strongly supported which is having a large events venue in the city that's something that we really need and that can help us to attract more visitors and we worked on the strategic plan including a new vision a revised mission and setting organizational goals to accomplish those and we're working with the city on an internal audit to ensure that all policies and procedures are in was also at the cml conference and i got this certificate it's not as good as uh councilmember lawson's because i'm a beginner but um it's a fundamental level hers is more advanced and um unfortunately i didn't get a ticket for the breakfast on friday so i couldn't even go and attend it but i did get the certificate so anyway um busy month and i do apologize i had to cancel my town
