how I got involved um Randolph from Inglewood Neighborhood Center which is the naval Center that I grew up in I just love the idea because growing up at the shop that I grew up in they gave me an opportunity so why not give back I always loved art like in any type of form if it's drawing tattoo graffiti haircuts anything so once I turned 16 I got involved with the program uh since then I've been working here at the barber shop and learning new things he comes in he helps out with a lot of just you know the basics from sweeping hair to standing behind somebody's chair asking questions and I think him seeing my actions and the way I move and how everything functions I think he picks up on a lot of that as well but the thing that I learned so far is the more customers you can gain in the barber industry but it's not just by cutting hair and like cutting good that's not what barbering is all about it's also having a connection with your clients and understanding them and they were just teaching us how to manage our money save it and just use it properly in the proper way from business owner to business owner if we can help and the more people get involved the better the chances are that these young men growing up and young women growing up you know they can change their life I want to be above them and I also want to have my own business and the barber industry as well trailing thoughts from bumpy path please this is such a friendly neighborhood because people have been aggressively waving at me a lot today what is that sound I keep hearing behind me oh I'm dragging a child's kite how long have I been dragging that for and why didn't any of these nice people tell me [Music] foreign [Music] [Music] I've been waiting for this for weeks I gotta tell you I am so ready to do this I even have the bed ready so when you get home we can get really dirty look at him hey here you go with all this compost we're gonna have the best plants in the neighborhood [Music] [Music] [Music] thank you [Music] okay welcome and happy New Year to one and all welcome to the January 9 2023 meeting of the Orlando city council the first official meeting of the year and what better way to start it than to have commissioner Hill lead us in the invocation of the Pledge of Allegiance thank you mayor Dyer so in order in honor of Dr Martin Luther King Jr I wanted to read a few quotes mayor on his love and Leadership due to the fact I truly believe that we are the city that's called beautiful and how we respond to each and every time that hate seems to rise up we show the world I think the city the county and the state and the nation how compassionate inclusive on how we respond so with that how we flame out those flames of hate by providing I think true leadership from this counselor mayor Dyer when it comes to policies and also resources so with that being said love is the only Force capable of transforming a enemy into a friend who is deviled uh excuse me devoid of the power to forgive is devoid of the power to love I believe that unarmed truth and unconditional love will have the final word in reality this is why right temporarily defeated is stronger than evil child there can be no deeper disappointment where there is not deep love we must develop and maintain the capacity to forgive he who is devoid of the power to forgive is devoid of the power to love there is some good in the worst of us and some evil in the best of us when we discover this we are less prone to hate our enemies we have decided to stick with love hate is too great a burden to bear non-violence is absolute commitment to the way of love is not emotional bash it is not empty synonymism it is the active outpouring of one who being is to begin being of another man must evolve for all human conflict a method which rejects Revenge aggression and retaliation the foundation of such a method is love it is not enough to say we must not wage war it is necessary to love peace and sacrifice for it if you can't fly then run if you can run then walk if you can't walk then crawl but whatever you do you have to keep on moving all in the darkness can you see the stars let not man pull you so low as to hate him there comes a time when one must take a position that is neither safe nor politic nor popular but he must take it because of his conscience tells him it is right everybody can be great because anybody can serve you don't have to have a college degree to serve you don't have to make your subject and verb agree to serve you only need a Heart full of grace a soul generated by love no one really knows why they are alive until they know what they die for a man who won't die for something is not fit to live we must build Dykes of courage to hold back the flood of fear we must accept for night disappointment but never lose infinite hope those who are not looking for happiness are the most likely to find it because those who are searching forget that the surest way to be happy is to seek happiness for others never succumb to the temptation of bitterness no person has the right to Reign on your dreams you will change your mind you will change your looks you would change your smile laugh in ways but no matter what you change you always be you whatever your life work is do it well a man should do his job so well that the living the dead and The Unborn could do it no better everything we see is a shadow cast by that which we do not see we must concentrate not merely on the negative explosion of War but the positive affirmation of peace the art of acceptance is the art of making someone who has just done you a small favor wish that he might have done you a greater one a riot is the language of the unheard a genuine leader is not a Searcher for consensus but a motor of consensus Our Lives begin to end the day we become silent about the things that matter the ultimate measure of a man is not where he stands in the moments of comfort and convenience but where he stands at the times of Challenge and controversy nothing in all the world is more dangerous than sincere ignorance and conscientious stupidity never never be afraid to do what's right especially if the well-being of a person or animal is at stake society's punishment are small compared to the wounds we inflict on our soul when we look the other way forgiveness is not an occasional act it is a constant attitude life more persistent an urgent question is what are you doing for others ten thousand fools Proclaim themselves Into Obscurity why one wise man forgets himself in immortality when you are right you can be too radical when you're alone you cannot be too conservative though law about an eye for our eye leaves everybody blind the time is always right to present thank you madam clerk let's take up for consideration the meeting minutes of the agenda reviewed City Council meetings of December 5th 2022 motion by commissioner Ortiz second by Fisher Hill all in favor of the motion indicate so by saying aye aye as opposed and so the motion carries for those of you who were not in attendance at the agenda review meeting item C3 on our consent agenda is the mpb minutes from November 15 2022 one of the items on there is an action on a conditional use permit applications referenced as Vista Lake cell tower 8734 Lee Vista Boulevard um permit number 22-10022 and that has been moved off of today's consent agenda to the new business to new business on the February 6 2023 council meeting so anybody that needed that information there you have it okay Awards presentations and recognitions I want to acknowledge the work of our cities Dr Martin Luther King Jr commission and the events kicked off last night with a pretty fabulous Candlelight vigil as we marched from City Hall to Shiloh Baptist Church and then had a multi-cultural ceremony there that I enjoyed immensely Rabbi K and all who worked on that I see a lot of the members that were carrying candles or in our fluorescent lights I guess actually so there's a lot of hard work that goes into all of the MLK events that will transpire over the next couple of weeks our staff Works along with the commission I encourage everyone to visit orlando.gov MLK to find a list of all of those events and I would like Marcia to come up and give a quick brief presentation I have a proclamation and then I think we'll probably do some pictures thank you mayor good afternoon Commissioners it's great to see you all happy New Year to everyone and to everyone who's here today thank you for coming since 1986 during Mayor Bill Frederick's Administration Orlando has recognized the federal holiday Dr Martin Luther King Jr day as an official holiday in the city of Orlando and we're proud of the fact that Orlando was one of the first cities in the nation to do so and for 37 years through the administrations of Mayor Frederick mayor Glenda hood and of course now mayor Dyer Orlando's mayor has appointed a mayor's Commission of Civic leaders from the public and private sectors to plan lead and Implement a series of community engagement activities and events that honor the Legacy and the impact of Dr King these events are intended to educate and to also bring people together to really live what Dr King spoke about lived for and died for these are events that promote the non-violent movement for human and civil rights and amplify the achievements of our youth and adult servant leaders who exemplified Dr King's vision and the mission of the MLK commission which is service equality justice peace respect and inclusion for all as mayor Dyer mentioned last night in a very meaningful Candlelight vigil and Interfaith service the mayor along with commissioner Hill and others joined the MLK commission we had quite a few Faith leaders that were there as well and our youth humanitarians our police chief joined us and several of our state legislators so we were fortunate to have everyone there and they kicked off the 2023 observance of the Dr King Day in Orlando and basically recommitted to our commitment in Orlando to becoming the Beloved City that Dr King envisioned and wrote about in so many of his works we hope that you will as mayor Dyer recommended visit our website and see the calendar of events for the remainder of January in Orlando we believe as commissioner Hill alluded to and stated just now in her invocation that and Dr King said and I quote hate cannot drive out hate Only Love Can and we are proud to be a compassionate City an inclusive City and a city for everyone here in the city of Orlando it is my pleasure now to introduce and ask them to stand just to be recognized first the chair of our MLK commission Miss Brandy hand and then if all of our commission members who are here with Stan I'd love to call each of you by name but we might be here until about five please have Sam and let us recognize you thank you this is a very dedicated group of Civic leaders and we appreciate all that you do and we can't do this work without the sponsors that actually support the MLK activities and events and we're fortunate that many of the sponsors are also members of the commission but we have some sponsors who are not but we would love to have all of the sponsors for the 2023 MLK activities please stand foreign thank you thank ethnicities leading to the establishment of many laws that prohibit discrimination and Foster human rights and whereas it starts with me cultivating a Beloved Community mindset to transform unjust systems has been selected as the 2023 Dr Martin Luther King Jr Day National theme and whereas since 1986 the Orlando mayor's Dr Martin Luther King Jr commission has worked diligently to promote Dr King's Legacy of service equality justice peace respect and inclusion for all Andres 2023 marks the 24th anniversary of the Orlando mayor's MLK youth humanitarian award program which has recognized more than a thousand students who are selected by their schools because they exemplify Dr King's ideals and whereas as the city of Orlando celebrates and promotes Dr King's incredible Legacy we encourage residents to participate in MLK holiday activities and programs and share in our efforts to make Orlando a more welcoming inclusive community now therefore we buddy Dyer mayor of the city of Orlando and the entire Orlando city council hereby do Proclaim January 8th through the 16th as Dr Martin Luther King Jr holiday week in the city of Orlando instructions again Marcia yes will the Commissioners today I begin on a sad tone over the last few weeks we've lost three Community leaders who passed away and I want to take a moment to recognize each one of them Colonel Joe kittinger was really a one-of-a-kind American hero he served in the Air Force for decades and experienced the unthinkable hardship as a prisoner of war in Vietnam Colonel kittenger also was a barrier-breaking Aviator and he's recognizing in Joe kittinger Park which is over off the 408 you'll see a jet that he flew during Vietnam that is on display there and he's been active in our veterans organizations here in Orlando Ted Maynes was a local small business owner and incredible designer but also an activist who was committed to fighting against discrimination in all forms he was a great friend who loved Orlando and he gave his time to so many worthy causes including advocating for lgbtq plus rights and just before New Year retired OPD Chief James York passed away he led the department in the late 70s so on behalf of our entire Community we send condolences to the families and friends of Colonel kittenger Ted and chief York and if we could we'll just take a brief moment of silence thank you so much it's also hard to believe that six years ago today we lost another hero in those OPD Lieutenant Deborah Clayton who worked every day to make our community a better place and it's incredibly missed and today just happens to be law enforcement appreciation day and our city recognizes that OPD officers risk their lives every single time they put on their uniforms and we are grateful for courage and commitment so let's give all law enforcement thank you okay on a happy note looking ahead you know that our city is dedicated to all things arts and making amenities in our downtown more special so that everybody can enjoy that so last year we approved a multi-year lease with the Orlando Fringe to operate the theatrical space at 54 West Church Street and this Wednesday January 11th at 5 30. we'll celebrate the grand opening of this space with a street party that's free and open to the entire community and then I know there's a number of performances and events that are scheduled all through the month of January and then forevermore so this new space is called Fringe Art Space and not only Builds on our cultural offerings but also helps to nurture and grow our local Arts Talent through the creation of a new accelerator program everybody involved with The Fringe want to stand up okay moving on to other items of note from the agenda we are approving funding for 18 Mayors matching Grant programs and the grant support local schools neighborhood associations not for profits that help enhance our community's quality of life and we have representatives from those organizations who are also here today with any Representatives that are receiving a mayor's matching Grant please stand up and let us thank you foreign I wish we had time to talk about all the cool things that you guys are doing with all those matching grants but just for those viewing on TV or the audits know that there's some really cool things going on in our community and the city is happy to support the organizations that are doing that also um are there any other members of the mayor's matching Grant Review Committee that are here if you are stand up and let us recognize you as well okay well you guys might want to find them and thank them firstly for their help last thing I have is uh some more happy news we have four different businesses that are receiving funding through our business development incentive programs and these programs are set to help attract and grow new inverse unique businesses in our city and today's recipients we have a a very diverse the micro Winery a boutique Bakery a pizza restaurant and telecommune Communications service provider so if you're one of those businesses here would you stand to be recognized foreign one that I don't have my agenda but since Sean is sitting right there in the front row I want to mention that we are extending picking up the option on Sean's contract and extending our Poet Laureate for another year and he's done a fantastic job and can I call you on the spot just to do something see how good you are just pick up anything you want all right I'll give you notice next time but I just saw you sitting there and just thought you're like a preacher you could just pop off and start going off the top of your head somewhere um okay with that we're going to move on to the consent agenda which are a number of items acted upon through a single vote of council we give each of our council members an opportunity to briefly update you on things that are happening in their districts all right let's set a good example commissioner Hill commissioner your first time well Happy New Year everyone and I look forward and happy New Year Council and mayor and I look forward to all the great work that we're going to do together uh here in 2023 I am also excited about everyone out there that's uh receiving the mayor's match and Grant and all the great work that you're doing and I look forward to uh seeing uh it come to fruition all your dreams that you put on paper so good luck with that uh also uh there was one incentive program which uh one of our first here in the CRA in Paramore which is a a female that is a physician assistant that is now into Boutique medicine mayor where she'll be uh doing different type of things with IVs and vitamins and nutrition and health so I'm excited to see her she's been there about a year now they're in that City View complex so I'm psyched to see her come and get some of the apparel more incentives and this from the CRA Mercy I got to be short you know guys the work continues so I I'll you can go to my Facebook page you can go to my Facebook page to see all the wonderful works and things that we're doing here in District Five uh and on our district five City Commissioner Regina Hill our Instagram District Five City Commissioner Regina Hill but the real work goes on Regina Hill uh personal page I really do a lot on their especially live and thank you Council and mayor for uh this year in accounting for giving us our own social media uh person look forward to hiring that person so that we really can reach the masses here in the city so we've got a lot of great things that's going to be coming up we're now in the tech uh space so with that being said uh because of the work and I'm just so humbled to uh be recognized I hear this Martin day Martin Luther uh Day weekend and week I'm going to be receiving a prestigious award from the men of Alpha Phi Alpha fraternity their Delta zai lamba chapter as a drum major what the John major award is it's mine is for social justice for helping to create social change and advocacy when it comes to civil rights and many other injustices but more so the work and I couldn't have done received this award without the support of a great mayor like mayor Dyer in this Council and also the community but more so staff because this work isn't done in Asylum Zone I thank each and every one of you all that has assisted me in helping transform the city but more so District Five and anytime I've ever needed anything this city has been right there for me and our many Community Partners so thank you all myself uh this prestigious award I was surprised on behalf of each and every one of us doing the work here I really love this city then I've got another call from the southwest JC's where they will be allowing me to be the Grand Marshal of the parade so I will be the Grand Marshal of the Dr Martin Luther King Parade here downtown in the city of Orlando so I'm very honored to be chosen to represent all the city of Orlando and the community as the Grand Marshal and I will be bringing on my uh District Five youth from all of our community centers to join me as we celebrate MLK day here in the city of Orlando and then last as mayor stated as we commemorate The Life and Legacy and I wouldn't say tragic death because she her work still live beyond the grave with my good sister and friend Lieutenant Deborah Clayton and all the great work that she did and Bridging the Gap and crime prevention but more so a love she she had a love walk and uh we will be marching on uh on 128 there at Lake Lerner June is being uh done by her Dear Son Johnny along with many of the pastors and Community leaders along with her OPD family uh as we continue to bridge that gap between law enforcement and the community and leading in love so with that being said that's all that I have mayor what did I do for time better hahaha thank you commissioner commissioner Burns all right uh good afternoon and thank you mayor um happy New Year mayor and uh fellow committee uh commission members I would like to acknowledge and say thank you to the Emma the mayor's MLK commission uh for your hard work in planning all of the upcoming events to commemorate The Life and Legacy of Dr King on today's agenda I would like to acknowledge the following items uh item A3 the contract for Mr Leo Stoney uh to serve as my executive aide we're really looking forward to Mr Stoney joining our district 16 and serving District Six as he is no stranger to District Six he served as the director for the El Claudia Allen Senior Center as well as the James R Smith Center so we're looking forward to Mr stoneage joining our team also item A4 uh the mayor mentioned the mayor's matching Grant specifically several of these grants will go to serve individuals in District Six uh one is Boys to Men mentoring I see uh the good pastor over there uh engines thank for all the work that you continue to do with our our young men ebony nutrition Lanes uh teenage girls mentoring program Orlando Community Arts the artist uh as mentors program the Orlando Philharmonic Orchestra for this uh story time in music education at Grand Avenue the Orlando Repertory Theater also for some Grand Avenue programming the dueling dragons program as well as Rebecca's Garden of Hope with the Healthy Lifestyles programs also I too would like to acknowledge the contract extension for Mr welcome I think he's doing a a great job and really represents our uh our city well so thank you for for all that you do uh there's a few things in District Six uh we're looking forward to all the events that will be happening on January 16th uh MLK day uh on that day we will be endeavoring to plant over 70 trees in the uh with uh keep Orlando beautiful and Greenup Orlando and the lake man area also picking up some uh some litter uh also we will be relaunching get fit District Six to encourage Health uh and active lifestyles in 2023 and on Saturday January 21st I'm partnering with the city's transportation department meant for the for the inaugural uh Bike District 6 event so I encourage everyone to come out uh grab your bike we'll have some bikes available uh and we are going to ride through District six um also we'll be restarting our um office hours at the Smith Center twice a month beginning uh Wednesday January the 25th so individuals who would like to schedule meetings out in the community please reach it reach out to my office and we will get that get that done um as we celebrate Dr King I would like to end my statement with a statement made by Dr King in a 1956 address and he stated may I stress the need for courageous intelligent and dedicated leadership leaders of sound Integrity leaders not in love with publicity but in love with Justice leaders not in love with money but in love with Humanity leaders who can subject their particular egos to the greatness of the cause God gives us leaders a time like this demands great Souls with pure hearts and ready hands leaders whom the lust of the office does not kill leaders whom the spores of Life cannot buy leaders who possess opinions and a will leaders who will not lie leaders who can stand before the demigod and damn his treacherous flatteries without winking tall leaders son Crown who live above the fog in public duty and in private thinking this is one of the great needs of of the hour but as we move on all of this nation we will need dedicated courageous and intelligent leaders so mayor into in commission uh in 2023 I look forward to consent continue to serve alongside this dedicated courageous and intelligent city council thank you mayor thank you commissioner burnt Mr Gray wow very nice thank you um I just wanted to mention real quick a little old news and that was early in December we did we finally got around to the ribbon cutting for terminal C and commissioner Burns and Hill and I joined the mayor for the ribbon cutting but the reason I bring it up is it it truly is a beautiful beautiful facility and I would encourage you if any of your friends or business associates are flying into Orlando suggests they fly JetBlue just once so you can go see that terminal but but it really is a Crown Jewel and as I've said and we've said here uh you know it's important to us as a community because a lot of times that is the very first impression people get of our community whether they're here for leisure or business when you fly into an airport and your experience there is is key to how the rest of your stay will be and so something to be very proud of as a community and I would encourage you when you get a chance to go out there I'd also warn you add a little extra time because it is is not at all designed like the current Terminal A and B that we have so things are a little bit different you drop off on different levels and pick up on different levels than you do a and b so it's a little bit different but uh all that said it's a beautiful facility and something we should all be very proud of on the agenda I did mention earlier the gender review I have a conflict on one of the items for AutoNation on the the consent agenda for the mpb but filed the paperwork with that and the only other comment on the agenda is b11 and that is you know we're spending uh some significant dollars to do the first steps of design of under I-4 and again a very key component we all agree downtown is key for for this city and we've got a lot of moving Parts both day and night time and staffs assured me that they this current consultant will work with our existing Consultants to make sure things work together but under I4 could be a real good key component to kind of help kick start what's going on downtown so I want to thank the staff for that and the committee that selected this group and I'm anxious to see how that works out so with that mayor that's all I have thank you thank you commissioner gray commissioner Ortiz thank you mayor once again congratulations to all the recipients of the mayor's matching grants well deserved um commissioner Hill congratulations for your Year's resolution don't leave it on that um we'll be here to help you along we're going to help you um I just want to thank us during the holidays we have we had a bunch of events I'm not going to go through each one of them but uh uh all the associations and all the different groups that we have in the district we had we had a terrific terrific Christmas time and New Year's time in a we pretty much closed with the three wise Kings event to this past Saturday with a national Latino Peace Office Association which did a great job Gladys houstoniana who's a president every volunteer we had people from City Hall that work uh the office of hola on a cruise and a bunch of officers that got really involved we had we gave tons of gifts to kids and so thank you to um mayor commissioner burnt uh By Kerry Burns and the other Commissioners that are some way somehow they got involved so it's a great event that's pretty much how we close the year for those of you that don't know about that is uh it's a a festivity that has been practiced in the Latino Community for ever and ever and uh so we have brought it up here and every January 6 we try to remember the three wise King say which is Epiphany pretty much you know so it was a great event anyhow um I'm really looking forward to this year it's going to be a lot of fun as as always we have great staff we have a great City and the best our greatest asset is our people so I'm really looking forward to work with everybody and make sure that our city will under continue continues to be the episode of the world thank you man thank you commissioner commissioner Stewart thank you I appreciate you all giving me all of your time so we're going to take the next 45 minutes to talk a little bit about what's going on in District three so why don't you get me I won't be real long but I do want to share a couple of things um thank you mayor for the comments about uh Deborah and for Joe and for Ted and for chief York um it's a Bittersweet day to remember those lives that uh devoted to our community and lives cut too short and I appreciate you doing that I do want to share a brief um story about Joe kittinger and I won't go real long except to remind people that Joe and I are graduates both of Princeton and uh it is I know I say a lot about the Gators but I spent a great deal of time about Joe and Joe and I graduated from Princeton Elementary because I wasn't going to get the big Princeton um Joe is a wonderful man and I had a chance to spend a lot of time with him over at the school his devotion there and his Devotion to the kids and and hear stories about him and the other guy that you might recognize in our community named John Young who also is sharing Princeton graduation with me so um anyway thank you for that mayor um special thanks to the Friends of Lockhaven um who had a clamp this past weekend appreciate what they have done uh and uh MLK parade coming up uh congratulations to the Orange County library system for 100 years I had a personal conflict and couldn't be there this past Saturday but mayor saw you and commissioner Sheen did a great job representing us thank you for that I had a chance to go and visit the Fairview Shores uh today and and had a chance to take a tour and spend some time with them uh some quick upcoming events the College Park Main Street annual meeting is tonight uh those who like to attend college park neighbor association meeting is tonight uh and the Ivano Village cordly mean quarterly cleanup is coming up at the end of the month and then of course the ofd promotion ceremony is over at Lou Gardens so there's a lot of things are and they are on my website as well so um and I tag into to uh commissioner gray because he he copies my website that's fine um I do want to share a couple things on the agenda real quickly uh D1 uh we're getting some money from Orange County to do some boat ramps a couple of those are in my district and I am grateful for that the assistance Advisory Board I mentioned every time that shows up but but I'll tell you what's important about the citizens advisory aboard is that our city runs on volunteers and these are very important positions and I'm deeply grateful for the devotion that they do at literally no cost and I'm grateful for that grateful mayor for your leadership right before Clark's leadership and for our entire citizens Advisory board that helps us with those things so thank you for that um mentioned today also see 19 through c22 was Orlando main streets that we've got uh one of those is College Park Main Street there and then and I've adopted just a very far small part of the Milk District and so I'm honored to have this come up continually as a chance to remind us of how important these main streets are to our community K1 is a special gift given to from my just from my budget to the orange preservation trust commission you remember about six or seven years ago we adopted three historic districts in the College Park area they have worked hard to put together markers for these and I've set aside some money in the Orange County the orange preservation trust to help cover the cost of those and working with monuments and memorials policy to locations and all that kind of other stuff that we do and of course today also we'll be approving accepting 606 thousand dollars in investor funding as a result of Hurricane Ian so um so those are all important things that are on on our commission and all of them impact our community and just a special and unique way and that's all I have mayor thank you thank you commissioner will move on to commissioner Sheehan well thank you mayor Dyer and I would be remiss to mention an act of Injustice when we're talking about the loss of my friend Ted Maynes because he'd have been ticked at me if I hadn't mentioned this today but um one of our beloved businesses in District Four of the Plaza Live was attacked by the governor's office and threatened to have their licenses revoked by the Department of Business and Professional Regulation for having a drag show now this is nothing different than you see on RuPaul's Drag Race if you want to know what kind of entertainment was happening because I watched RuPaul's Drag Race and it's rated G it's not rated X like the governor's office is trying to say this is a not adult entertainment and I think it's absurd that we would be in a situation where we have a diverse amount of entertainment that happens in our city and I'm proud of that and you know what if you don't like a certain amount of entertainment don't go but to try to restrict the kind of entertainment that we have at our businesses that we have these amazing performance venues is absurd and I will fight with my last breath against this kind of censorship in chapter 37 in our city code is our adult entertainment definitions and it doesn't even come close to drag drag is fun dragons we have a lot of businesses and I'm not just talking about the Plaza Live we have businesses across the city now they're having drag brunches it's fun it's profitable it's good for business the only thing that seems to be bad for business is our Governor's ridiculous opinions so again we support our small businesses I will fight to to make sure that our businesses are not censored and we're doing the right thing and you know what if you don't think this kind of censorship impacts you you're next so again we got to be very very careful with this slippery slope of of picking on businesses and the kind of entertainment that they are that they choose to offer in their own establishment um and that starts with me so thank you for that Martin Luther King we'll we're gonna we're gonna fight this one and Sean you're awesome well I can't say anything else that anybody hasn't already said and uh I gotta tell you what he got to watch out he got the cutest little baby girl she coming up behind you she's gonna be she's gonna be reciting things from your behalf she's a character that little one but but yeah wonderful family wonderful person and does a wonderful job but and um and and really putting our city forward in a very positive way so you're the best um today on the agenda on item C4 of the South downtown tdrc we have I dignity a wonderful business doing great things in the community also a wonderful project Haley's mixed use is also on there um on item C11 the wizard of Mills 50 Thomas Ward is going to be doing pigsa we love you we're going to be what he do a new business in the in the area and I have lived in the Mills Corridor for the whole time I've been in Orlando 28 years and it's he's just been a wonderful part of of what's happening in that area so Thomas is going to give you a little bit of love and a little bit of money today also as I marry a metery meat is made with honey and in ancient times was given to newlyweds hence the term honeymoon so I love the fact that we've got zymarium Eatery coming to Mill Shifty as well great new again great new establishment in the district and the main streets I could not be more proud of Milk District and Thornton Park you all do amazing work in your community you really helped put Orlando on the map I say that the main streets are the best investments that we make and the hard work that you do does not go unnoticed and we also have some small business facades coming forward we have a bakery finally coming on South Division we had that division plan and we're finally getting some really cool businesses coming in division so yay Division and and yay Soto and also via up on South division two we you know again they were there long before anything else was but you know we're starting to see some really great new businesses coming in there offices mixed use and I'm delighted to see these things happening on division Marty you've done a lot of great work there too so again great stuff Happening Here in the city of Orlando with that I Commissioners item three under the CRA is a proving an award to Universal Protection Services um this is for the cra's ambassador program as you will recall we have had the ambassador program since about 2018 uh this most recent RFP process went ahead and reviewed uh the ultimate selection and results that we had which there were two one being that individuals that it's being offered to Universal Protection Services the other being blocked by block who has been the provider since 2018. this item both approves that award authorizes our chief procurement officer to negotiate a contract with them and then allows us to uh pretty much avoid any Gap in services with the current provider ultimately estimated total cost is 1.3 million dollars and I'm happy to address any questions commissioner Ortiz um thank you David what kind of metrics we have this time to secure make sure that these guys are going to do the right job absolutely so since um just after initiating the first and ambassador program with block by block we worked with them to establish a fairly intense reporting structure we've been ultimately carrying that forward on an internal database and Allied Solutions as has their own databases well that they ultimately document each and every one of their interactions so we'll be working with them to ensure we're getting that data they're they're utilizing the ultimately ambassadors in the best way that they can and have the most impact for downtown and then we'll be reporting that forward as well I know all the data that you're collecting is not necessarily tangible but do we have some hard facts tangible data that we can address if anybody was to ask us what what kind of changes is this ambassador program making downtown from the homeless standpoint from directions from you know all the different things that they're supposed to be doing yeah I think it the the one challenging thing part about I think of all this is commissioner is that the especially when we talk about homelessness it's a very nebulous component and we continually have a challenge as with you know not only in our community but but throughout the world but absolutely we do something uh or we have done something I should say with the current provider called familiar faces which ultimately identifies they do point in time counts where they're documenting exactly how many homeless people are in downtown at any one given time they're identifying who they are what their story is and trying to connect them with services and when you try to and then you try to ultimately connect that data with results and saying hey are we decreasing the amount of homeless people that we're identifying the flip side of that I think which is big for Allied because homelessness uh is is obviously a challenge that we all face is with our current provider uh we've had about three individuals that have been dedicated to that work that I just mentioned to you that's just based on the structure that they have and about 12 that have been dedicated to safety and Hospitality type of component with the new provider it's a full cross training of individuals so anyone that would someone may come across downtown can both provide the hospitality and safety aspect although the Ambassador service but also those Outreach Services that are very key in connecting those uh that are the least fortunate with the services that we have available in our community and hopefully not only get them help but also uh you know get them out uh off the streets may be a good idea for for you guys to take us by the hand and show us exactly what kind of training these ambassadors are getting and I'm talking about all the commissions so we can make them more I guess solid when we legislate towards this towards the monies that are are being allocated to this particular fund for us to have a better idea in terms of what are we to expect or what kind of results we have how is this working with in terms of Rehabilitation of some of these homeless uh what are they going what are we directing them what kind of services are we rendering them and what kind of success are we having that would be a good way because when we are asked in our respective districts we will be able to to convey the right information right now it's a little ambivalent and that's what kind of bothers me but I'm gonna I'm gonna go with this today because I'm really looking forward to see exactly what's going on there absolutely thank you and happy to do that commissary Hill thank you mayor I I am also in support of this new contract but since I last was briefed uh there's been an unfortunate incident mayor and Council and I'm very much in support of continuing to give these millions of dollars and towards these providers when it's dealing with homelessness but on Thursday evening driving from City Hall going through Tent City I ran across a three-year-old and a six-year-old an 11 year old living a tent on Terry Street in front of the coalition of course I saw a kid going into a tent and I had to turn my car around and see that I really just see what I thought I saw and when I approached the tent there was a family inside a mother two kids and another child was standing watching their belongings we continue to give money but now we have three-year-olds on predator's row we don't 15 other tens so right now I'm very more concerned than I was Thursday at one o'clock because what was able to provide now those of course we didn't leave them in that condition because with this Council and Mary dyrus leadership and a pkz would happen to have some transitional funding not the millions and millions that we're giving to other places to where I called Rodney Williams he called Lisa early she called a uh forget Mars and we were able and then through the partnership of the recreation and parks a truck came packed up their belongings put it in the back of a City truck took him to a hotel stabilized them first triaged him on the spot let them know and the babies know they were okay stabilize them in a hotel now working on some uh transitional housing which we're working with they a landlord there in Paramore was able to register them the next day in school then get the little ones in child care case managed so I'm saying how can our little small nucleus get one family off the street in four hours I'm case managing I'm out there to nine o'clock that's come come here somebody that care not just the commissioner but we're giving millions and millions of dollars to these other providers and all these folks with these Grand ideas and downtown even now going into Lake Davis going into College Park infiltrated in Paramore we can't get the tents are growing mayor something has to be done I think maybe we need to give some of this money to our internal teams that seem to can get it done right it seemed to utilize their voucher programs their teams and there are case managers here at Paramore Kids Zone for families and children stabilize them and four hours in four hours we were able to take one family what what if we I need someone ambassadors to go and see how many children are in those tents in Paramore because I just happened to ride up on one but I'm certain that's not the only one I don't mind giving out Millions but I do not want children sleeping in tents there's one thing for adults but we and I didn't go up and down but I saw that one family and and mayor I hope that and I didn't but hopefully when you bring Allied in that that will be one of their job descriptions I've asked for a meeting with Lisa patelli and yourself hello everyone that's a part of this Paramore component I want to identify children living in tents and we need to immediately get them from around underneath those tents need to work with the service providers I've already spoke with Allison right because they were living in front of Terrace Street need to speak what what what where I sit on the board at Salvation Army I know Eric gray has been notified he's working with our Paramore kids on to try to find some housing for that family but I think that has to be done before the month's over with uh the urgency of now and I apologize I I didn't call this weekend I didn't want to bother you wasn't going to say anything but it just triggered me again when commission starts speaking it's one thing for them to go up and down and see familiar faces but I need them to go up and down Paramore where where they're playing you know I know whack-a-mole I know it's hard this is but I think we need to put a special voucher program with some of this money it's one thing to give Millions I think we got to put a voucher program together so that when we identify some children living in tents that we work with a hotel immediately to get them out of that environment and then then restabilize them and try to do what else we can for them I also want to work with your whole program your whole team to identify and go out and not just check the box but find those kids and get them at those situations and then we use the other resources and after school programs and everything we have in place versus just saying we're we're throwing this I know I'm sounding like a broke record but when I saw these babies now living in tents with folks that look so Unbecoming with 15 tents beside them it scared me and I apologize that's all I have I do want that report right away in that dumb right away because some children lives here in danger I believe yep absolutely there's no need to wait for Allied we'll get working on that now commissioner for the current provider commission Ortiz I'm sorry I forgot to ask you because I know they they um they do hold a security for the buildings um but what kind of experience they have in this particular program sure so this specific program so uh downtown programs clean and safe as they're often referred to uh they have several different uh other cities that they work for San Diego they work in Denver as well and I believe Dallas as well commissioner they also one of the I think real strengths of Allied that I was not on the committee but I think the committee saw based on my conversation conversations with them was there depth in the Orlando market they have over 200 different contracts within the local market which allows them to ultimately identify the right talent for this type of job and bring them to this contract so we can't have the type of service and the type of the right individual to really make the impact that we're trying to make during the briefing you guys were instructing me that right now 25 of the team that they have has certain training but the new with this new contract everybody will be trained what kind of training are we talking about so that's the training which I attempted to describe earlier with the way things currently ultimately are are structured is about three members of the team are dedicated to the Outreach component the homeless component making sure that those are the least fortunate have the services that they need we can try to help get them off the streets and the other component of the team is structured in safety and Hospitality the way Allied operates is it's complete cross training so each individual has both the training and the ability to handle either of those tasks should they come before that their training program that Allied presented to the committee uh was very intensive and multifaceted which is really allows them to pull on their strength based on the amount of deployments that they have here locally and the structure that they have both locally and nationally to train individuals on both of those components okay for future reference I would love to see this before we come to we have to make a decision here I think that the commission should be at least uh representative from this company come up and let us know exactly what is that they do so thank you David appreciate it okay do we have a motion by commissioner Hill second bye commissioner
