hi good evening everybody uh welcome to the Mesa city council meeting for August 19th uh 2024 mayor Gils is out of town and he is excused from this meeting all other council members are present uh before we start we will begin the meeting with an invocation by Pastor Albert Balden with the Lawrence Memorial am Zion Church followed by the Pledge of Allegiance everybody please stand Mr B [Music] this is the day that the Lord has made let us all rejoice and be glad in it Lord we comeing to you tonight father God with Thanksgiving on our lips asking you to lean down as close as you can to this meeting with the city council members Lord you know everything about each and every remember father God you know that they love you and they adore you and they magnify you father God but tonight Lord I'm asking you father God to bind us all together to knit us next to to each other and with each other father God business is going to take place tonight father God and my prayer again is that they hear your voice as they bring things to the floor and bring us together father God so that this great City Mesa Arizon Iona will be still represented by great leaders here by the way of the city council we love you we magnify you we adore you bless the city council of Mesa Arizona in Jesus name amen amen thank you I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with li and justice for all thank you Pastor Balden appreciate those words um next item is uh Awards recognition announcements we have uh two uh exciting announcements here uh tonight we have the appointment and swearing in of of two new city magistrates our first want to thank the judicial Advisory board for all their work in providing the city council with four excellent candidates uh and from those candidates the city council selected two new magistrates how this will proceed tonight uh is the city council will vote on appointing the first magistrate and then our presiding Magistrate Judge judge umle B uh will lead the warant in and then I'll ask our newest magistrate to say a some few words and then we will do this again with our second magistrate so our first appointment item number one is uh of Amy Haley as the city magistrate before the congratulations and swearing in let me ask for a motion to appoint Miss Haley as a city magistrate so all right I think we have to to revote yes um all right I see a a motion by Council M Summers second by Council mayor spillsbury ready vote all right uh unan unanimous uh with the mayor absent uh congratulations Judge Haley um and if we can have judge umbe uh come forward and J uh now uh judge Haley uh to uh to to the front here uh for the sarian in please raise your right hand and repeat after me I state your name I Amy Haley do solemnly swear do solemnly swear that I will support the Constitution of the United States that I will support the Constitution of the United I've dedicated my life to Public Service uh and and working for the city of Mesa I've enjoyed working here for the past seven years uh in a number of different roles supporting the city and its people and I know that um you know you made a right decision you won't you won't be let down and I just wanted to thank so many people who are here in the audience supporting me um that I've known for years here in the city of Mesa my second home um you know to my family who's behind me I just appreciate everything and this is just a a really beautiful moment so thank you thank you again I think we all congratulate both of you and uh this significant achievement uh it is an important uh moment for our community as well as we appoint two new magistrates so uh we all know that you all will serve uh and represent our community well so thank you thank you for your service uh we'll move on with the agenda uh item number three is the consent agenda uh Mr Christopher would you please please read the contract for custodial Services Zone 8 for the facilities management department item 6B approving two-year term contract with two-year renewal options for non-functional turf removal conversion project for the parks recreation and Community facilities Department this contract is funded by the water infrastructure Finance Authority Grant and the Environmental Compliance fee item 6C approving one-year term contract with two-year renewal options for grounds maintenance equipment for the parks recreation and Community facilities Department item 6D approving three-year term contract with 2-year renewal options for chlorine and sodium hypochlorite chemicals for the water resources and parks recreation and Community facilities departments item 6E approving two-year term contract with two years of renewal options for Traffic Control sign materials and sign Imaging for the transportation department item 6f approving use of a Cooperative contract for the purchase of three aerial bucket trucks for the fleet services and transportation departments item 6G approving three-year term contract with 2-year renewal options for heavy duty truck brake and wheel parts for the Fleet Services Department item 6h approving ratification of an emergency purchase and dollar limit increase through the term contract for tires for the materials and Supply Warehouse for the fleet services and Mesa fire and medical departments item 6i approving one-year renewal of the term contract for in vehicle routers for Medical Response vehicles for the Mesa fire Medical Department item 6j approving contract for the purchase of filter media for four tertiary filters for the Water Resources Department this purchase is funded by the Greenfield Water Reclamation plant joint venture fund item 6K approving four-year term contract with up to six-year renewal options for Museum collection solutions for the arts and culture Department as requested by the department of innovation and Technology item 6L approving three-year term contract with two-year renewal options for concrete materials for various departments item 6m approving use of a Cooperative contract for ASB bestus lead and mold abatement services for the environmental and sustainability Department item 6n approving four-year term contract with up to six-year renewal options for website redesign for the arts and culture Department as requested by the department of innovation and Technology item 60 approving use of a Cooperative 2-year term contract with renewal options for audio visual products and services for various departments as requested by the department of innovation and Technology item 6p approving use of a Cooperative four-year term contract with renewal options for Rubicon route planning and mapping solution for the Solid Waste Department as requested by the department of innovation and Technology item 7A approving resolution canvasing declaring and adopting the results of the primary election held on July 30th 2024 item 7B approving resolution allowing a public vote for the incorporation of Santan Valley Arizona item 7 C approving resolution to accept proposition 202 funds from The Hil River Indian Community and administer awarded funds as pass through grants to the designated awardees the mace art center and the idea Museum item 7D approving resolution to enter into a contract with the US Department of energy Western area power Administration from October 1st 2024 through September 30th 2057 to purchase firm electric power for the city of Mesa Electric utility item 7e approving resolution to enter into contracts for the purchase of firm natural gas supplies for the city of Mesa natural gas distribution system for a period of up to 10 years item 7 F approving resolution to enter into a telecommunication license agreement with Maricopa County College District on behalf of Mesa Community College for the placement of fiber optic cable network and City rights of way item 7g approving resolution to enter into a ride of-way occupancy license with light sources Communications for the placement of fiber optic cable network item 7h approving a resolution to enter into a master tenant lease with SRP for approximately 5 Acres of vacant land at Falcon Field airport for construction of an aircraft hanger and maintenance facility aircraft parking ramp and ancillary office space for srp's Aviation operations item 7i approving resolution to enter into an amendment of an intergovernmental agreement with Flood Control District of amopa County to extend the funding deadline to June 30th 2026 for the design and construction of a drainage and Improvement project on Baseline Road East of signal beat Road item 7j approving resolution to enter into an intergovernmental agreement with the flood control district of Maricopa County for Elliot Road drainage improvements from East Maricopa floodway to Ellsworth Road item 7K approving resolution to extinguish a portion of a 12T public utility and Facilities easement located at 1605 South Stapley Drive and 1645 South Stapley Drive to allow for construction of a new restaurant and relocation of a fire hydrant item 7l approving resolution to extinguish a portion of a 20ft public utility and facilties eement located at 1330 South San road to allow for construction of a new Automotive Oil Change facility item 8A introduction of ordinance for zoning case 24277 for property generally located west of Ellsworth Road and North of Germaine road rezone with plan area development overlay and a bonus intensity Zone overlay to and major site plan modification item 8B introduction of ordinance for zon case 23-17 for property generally located west of hos Road and North of Warner Road this is for a reone to accommodate a single residence development item 8 C introduction of ordinance for zoning case 24137 for property located west of H road on the south side of posos road rezone with the plan area development overlay and site plan modification to allow for an expansion of an existing Industrial Development metso minerals industry items 9A and 9B are for introduction of ordinances pertaining to the Pacific proving technology campus development 9A is annexation case 24-12 annexing property on the north side of posos road and on the east side of the proposed krisman Road alignment 9B is zoning case 24-19 for property generally located north of pus Road and East of Ellsworth Road this is for a reone site plan rview and Council use permit to allow for a data center items 10 a and 10B are for introduction of ordinances pertaining to the Merit Partners Legacy Business Park development 10A is annexation in case 23- 800 for property located on the north side of Pacos Road and on the west side of the proposed kisman Road alignment and 10B is zoning casee 23- 802 for property generally located north of posos Road and East of Ellsworth Road reone with plan of area development overlay site plan review and Council use permit to allow for AA Center item 11a approving ordinance for Subdivision plat map of dedication for Mesa Edge conx for property located north of Elliot Road on the east side of h Road vice mayor and council members these are the items on the consent agenda thank you Mr Christopher that's probably one of the longest consent agendas uh that we have but uh Miss Mosley are are there any blue cards for the consent agenda no request vice mayor all right uh I see a motion by council member Freeman second by council member spillsbury
