City Council Meeting - 6/1/21
The City Council regularly meets on 1st and 3rd Tuesdays at 6:30 p.m. at City Hall. Agendas and minutes are available on the city website at cannonfallsmn.gov
Based on the context provided for the City of Cannon Falls (noted as "Canada Falls" in the AI transcription) and the names mentioned during the roll call and reports, here is the formatted transcript.
*Note: There are some discrepancies between the provided "current" official list and the names in the transcript (e.g., Council Members Bringgold, Duncan, Lindell, and Althoff appear in the transcript but are not on your provided list; Nicole is mentioned as Library Director instead of Justin). I have prioritized the names used in the live dialogue while matching them to the roles provided in your list.*
[3:23] **Mayor Matt Montgomery:** Good evening everyone. I'd like to call the June 1st City Council meeting for the City of Cannon Falls to order. Go down roll call please.

[3:34] **City Clerk Sara Peer:** Duncan?
[3:35] **Council Member Duncan:** Here.
[3:36] **City Clerk Sara Peer:** Jeppesen? (Transcribed as "guess me")
[3:37] **Council Member Ryan Jeppesen:** Here.
[3:38] **City Clerk Sara Peer:** Kronenberger?
[3:39] **Council Member Laura Kronenberger:** Here.
[3:40] **City Clerk Sara Peer:** Lindell?
[3:41] **Council Member Lindell:** Here.
[3:42] **City Clerk Sara Peer:** Montgomery?
[3:43] **Mayor Matt Montgomery:** Here.
[3:44] **City Clerk Sara Peer:** Althoff?
[3:45] **Council Member Steve Althoff:** Here.
[3:46] **Mayor Matt Montgomery:** We rise for the pledge of allegiance. I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, agenda. Do I have a motion to approve the agenda?
[4:05] **Council Member Bringgold:** So moved.
[4:07] **Council Member Duncan:** Second.
[4:10] **Mayor Matt Montgomery:** Motion by Bringgold and a second by Duncan to approve the agenda. Is there any discussion? All in favor? (Council: Aye). Opposed? Carried. Okay, we'll get right into the consent agenda. Consent agenda items may be adopted under one motion as presented or may be removed for discussion. The resolutions are Council business. For you at home and in the audience, I'll go through the consent agenda. Item A: Just and correct claims for the accounting period ending May 27, 2021. Item B: The minutes for the May 18th, 2021 City Council meeting. Item C: Second reading and adoption of Ordinance 377, an ordinance of the City of Cannon Falls, Minnesota, amending the City Code Chapter 111 relating to hours of liquor sales. Item D: Squad car replacement. Item E: Hire unscheduled part-time employees. Is there anything the Council would like to pull down?
[5:22] **Mayor Matt Montgomery:** Hearing none, do I have a motion to approve the consent agenda?
[5:26] **Council Member Ryan Jeppesen:** Motion.
[5:27] **Council Member Duncan:** Second.
[5:28] **Mayor Matt Montgomery:** Motion by Jeppesen and a second by Duncan to approve the consent agenda. Any discussion? All in favor? (Council: Aye). Opposed? Carried. Okay, we'll get into reports, and I see Kyle's not here from the Chamber, so we'll go to the Joint Power Trail Board.
[6:00] **Council Member Laura Kronenberger:** I would... I don't... well, we met. They are considering... they're always considering grant approvals at the trail, but right now one of the biggest things they have to do is get these pit toilets installed and they're trying to decide—I don't know if they know yet—whether it's going to be better to crane the pieces over the bridge or to build a temporary road. So that's kind of where they're at with that. One things got delayed last year and so hopefully it'll get done this year. So that's the big deal going on right now. Trail's open.
[6:45] **Mayor Matt Montgomery:** Okay. I don't think so—that's it? Yeah, that's all. Okay, Police Commission. Oh, Steve, you want to take that?
[6:55] **Council Member Steve Althoff:** We just discussed the hiring of another officer after interviews. We narrowed it down to three and we picked the best two and went with that. So I don't know where it is in the—if they're working through the process?
[7:15] **Chief Jeff McCormick:** That's working through the process.
[7:17] **Council Member Steve Althoff:** Okay, that's all we had on that meeting.
[7:20] **Mayor Matt Montgomery:** Okay, let's go around here. Jed (Transcribed as "Danny"), you got anything tonight?
[7:42] **Jed Petersen (Public Works Director):** I guess the biggest thing is probably the pool, and they finished painting today. So that starts the clock on the curing and the drying. So we'll watch the weather and the temperatures, and targeting next week we can start filling. And you know, a lot of components here—we got to get the chemicals right and make sure the pumps work and the heaters. It's been a couple of years, so targeting next week for the filling. And then Mill Street West will be doing the new sidewalk and curb tomorrow preparation for the mill and overlay. And just like the last few weeks, the Third Street bridge project continues and pothole filling weekly. So that's it.
[8:20] **Mayor Matt Montgomery:** Okay. Anything on the police? Neil (Transcribed address for Jon Radermacher), just one item from the last couple weeks?
[8:28] **Jon Radermacher (City Administrator):** We did go through the field visit for the audit, and so now they'll be taking it back and working on that, and you'll see that shortly.
[8:40] **Mayor Matt Montgomery:** Okay, let's go around though. Derek? Nicole's on. Oh, Nicole, there she is.
[8:45] **Nicole (Library Director):** Hi there. Um, so what's going on at the library is that summer reading has begun. It started today. We're doing it for all ages and you can register online or you can stop in the library to do so. We are also going to be participating in the Open Air Fair next Thursday the 10th. We'll have a booth outside the library and we're going to have a community survey for the library for a strategic plan that I encourage people to stop and fill out the survey. And over the next two months in June and July, we will be kind of popping up in different places to get people's input about the library. So not just library users but also non-users. So if you see me or if you see any other library staff sitting someplace with a giant QR code and you have a smartphone, please feel free to scan the QR code and participate in our survey. It will really, really help us with strategic plan for the next three years. Going back to summer reading, we have story times three times a week. Alexa is doing some story times, Miss Cindy is volunteering to do some story times, and I'm doing story times on Fridays. I am at East Side Park at noon teaching a balance class. So anybody who wants to work on improving your balance, please meet us under the pavilion at East Side Park because that's the best place for us to do that and we can use the tables for helping with balance if need be. And we're going to be starting some concerts at John Burch Park. We figure people will want to be attending concerts outside and this is a really good way to do that. And we'll be having one month basically every two weeks through June and July. And that's just a sampling of what we've got going on this summer. Check out our website and check out the Facebook page and stop in the library to find out more about what's going on.
[11:15] **Mayor Matt Montgomery:** Okay, thank you Nicole.
[11:18] **Nicole (Library Director):** Thank you.
[11:20] **Mayor Matt Montgomery:** Okay, let's go around. Derek, you got anything?
[11:24] **Council Member Derek:** (Shakes head/No).
[11:25] **Mayor Matt Montgomery:** Rachel?
[11:26] **Council Member Rachel:** Nothing.
[11:27] **Mayor Matt Montgomery:** Laura?
[11:28] **Council Member Laura Kronenberger:** Yeah, I just wanted to say thank you Council for approving the senior parade. It was a lot of fun. Those who participated had great things to say about it. It was fun to see all the streets lined with people. I know it wasn't as big as last year, understandably—I don't think graduation was on Memorial Day weekend last year either, so certainly you know, takes into account—but it was fantastic. So just wanted to share that.
[12:05] **Mayor Matt Montgomery:** Okay. Bill?
[12:08] **Bill Angerman (City Engineer):** Nothing, Matt.
[12:10] **Mayor Matt Montgomery:** Steve?
[12:11] **Council Member Steve Althoff:** Nope.
[12:12] **Mayor Matt Montgomery:** Okay, let's go Public Input. Citizens may speak to issues not on the agenda. Before speaking, please give your name and address. We kindly limit your comments to three minutes. Public comments must be respectful, pertinent city business, and adhere to the applicable data privacy rules. The City Council will not take action on any issue raised by the public but may choose to schedule consideration of the item on a future agenda. And I think we'll close the public input because there's nobody out there. Okay, if there's nothing else I'll take a motion to adjourn.
[12:55] **Council Member Duncan:** So moved.
[12:57] **Council Member Lindell:** Second.
[12:59] **Mayor Matt Montgomery:** Motion by Duncan, a second by Lindell to adjourn. All in favor? (Council: Aye). Opposed? Carried.
