[6:30] Police Chief Darren: mayor and members of the council um it's just a report on the month of october uh we had 160 calls for service uh 10 of those for service were to msop in addition to the calls for service we spent approximately 160 hours on msop calls and 200 or two hours on ecrc for corrections so you can see there's a significant amount of time that we've spent on msop and i know chris has set up a meeting hell with myself and then the staff up there at msop that on some other stuff that uh i want to go over some of those things as well i've got some other things in place to kind of speed things along for our involvement with some of the cases up there but as you can see through some of the other activity and some other areas that really dropped off just from the amount of time that we've been spending on some of these other things so if you look at our self-initiated we only had eight extra patrol calls this last month where we had 63 the previous 47 traffic stops 65 the month before 20 community engagement 26 last month and calls that we responded to we had 26 assists to other agencies which is almost the same as last month 55 calls for service 83 last month and medicals were down to four compared to 20 the month before so um i know counselor lauer is going to talk about some of the shoveling and sidewalk stuff we've been sending out some letters on some of the vehicles um as well around the business district and i've talked to a couple of them today so they're aware of the ordinance and moving those things so this is being sent out on the cable channel that everybody else understands that they have 48 hours after a snowfall to keep the vehicles off the city streets so they get cleaned up and uh you know some of the areas off of you know fourth and down on elm you know this has been a parking issue with some of the apartments so i've had some discussions with them is where they can where they can park and just kind of be aware of when they find a clean spot to move it into it so uh i think we are off to a pretty good start there um you know for some of the other stuff like i said counselor lauer will talk about the other uh issues with the snow but other navs has been a few uh lengthy investigation things that we're working on that we're kind of in a holding pattern on a few things right now but uh that's pretty much it on my end thanks darren appreciate it good job thank you

[9:03] Walter Lower III: yeah i had just wanted to bring up the snow and ice removal issue i had talked with aaron about it and he was it was nice to uh hear what he had to say and i appreciate the work that you're doing darren on trying to take care of some of these vehicles parked on the street i think you covered uh that pretty well uh the snow and ice on the uh sidewalks it's uh pretty good with the uh removal with uh the uh businesses but there's still a lot of residents in the area that should be uh removing their snow uh and and the ice i just wanted to bring up it again uh and get it out there katie did send a letter out to everybody about the snow removal ordinances and i appreciate that and i just want to see the the town keep working on on getting that we want to be a uh accessible for people that walk all year round and there's quite a few people that do walk and then we do have some handicapped people so i'd like to us to keep them in mind and their struggles that they go through with the snow and that and uh you know if if i'd like to just you know tell the public again if you live next to somebody that's elderly or disabled you know it would be nice if uh people could go out and help their neighbors some that aren't quite capable of shoveling in that and and then i guess i'll bring up the fire hydrants uh the uh the fire department had asked me to bring up uh clearing the snow away from the fire hydrants again it's kind of a group effort between the city and the residents if people live next to a fire fire hydrant it would be greatly appreciated if they would go out and shovel around them and then for like phil and the plow guys to try to plow around the fire hydrants that they can reach and things like that i don't know if the city has a ordinance for fire hydrant snow removal or not and who is actually responsible for for removing snow around fire hydrants i was wondering if katie or if any of you had any information on on that on who's responsible for that

[11:28] Walter Lower III: yeah i can't recall one okay well i just wanted everybody to be aware of that that the fire department is asking for people to clear the snow away from the fire hydrants and that's all i have i'm just going to add on to that real quick too that uh i know it's brought up about uh for the people on the snowmobiles to make sure that they're staying off the sidewalks with the snowmobiles with the carbide skis and studs and everything that are gouging those up so make sure they're not running down the sidewalks

[13:14] Phil Entner: yep so uh just to kind of follow up there walt a little bit when the snow does get deep enough we do go out with the blower on the skid steer we do cleaner on those fire hydrants um by no means are we anywhere close to having to do that yet that's usually last year we did it twice you know we ended up with uh with a decent amount to where there was a quite a few of them that were not accessible um so just going forward in the future know that i i don't believe that there's ever there is an ordinance on any of that but it is just something when we do get time we do go and clean them all out um it is kind of a lengthy procedure there is like 160 or 158 or 160 fighter in the town so it gets to be kind of kind of a task but you know it's definitely doable when we get time we we definitely take care of that so when things get bad enough we will definitely be be out there doing that but yes we do appreciate the help from the public taking care of those there are a few individuals in town that do that that is very much appreciated we appreciate it very much so thank you um getting on here uh water department distributed 3.9 million gallons drinking water in the month of october the fire hydrant at 800 lakeshore drive that was approved i believe two meetings ago possibly three did get fixed last week we were we had a struggle with that one we had it lined up three times to do it never got it done things fell through we weren't able to do it vice versa whatever um but it's done it's all up in working order back in service everything's good there the well house is coming along but the weather is definitely affecting the progress it's uh it's it's definitely slowed down considerably um but we're still we're still going in the right direction with that the sewer department uh we collected 11. 11.1 million gallons of wastewater month of october the treatment system october the october discharge totaled 34.8 million gallons of wastewater with all limits and parameters met for that period so that was awesome uh mixers at the ponds are fixed and they are all back up in service um street department you guys have touched on a lot of the things here regarding ordinance number 92 um and a couple other things but two other things i want to touch base on for all the public um we have all sorts of different pieces of equipment out there working to remove snow um if you see one you see anything with flashing lights on just take it easy we go forward backward left right so fast that i mean it would be it would it would amaze you what a plow truck would do and we try to do it as safely as possible and as efficiently as possible as well so if you see any lights big equipment moving snow just take it easy if you can't see our mirrors in a truck we can't see you and you see that sign posted everywhere on trucks but it's the truth we can't see you if we can't see you in the mirrors we don't know you're back there so thank god we have not had any issues regarding any of those things but in the past and i'd like to keep it that way and i think the city would as well um that and then the the last thing i want to touch on i i do want everyone to know especially the public that it is i'm i'm going to use the word unlawful and darren can maybe help me out on this but um to push or place snow onto city right away so taking your snow out of your driveway and placing it in the right of way becomes a huge pain for us it adds a lot of extra time for cleanup removal those sorts of things which obviously reflects in the city's budget over time not to mention it makes a mess and usually it's not benefiting anybody at all um we have had we've had quite a few issues on sunday actually we're out plowing and i i was able to probably get a hold of 15 to 20 of them and i think we have a pretty good understanding of where we're sitting now and what needs to happen from this point forward um if the if this does continue well we'll have to meet with katie and darren both to see what we can do about it but uh it was but this last two snows it's been kind of a mess i know the ground isn't froze people don't want to push snow up on their on their uh on their lawn because it's not froze they're gonna make a mess all that's i get it i understand um but same token we can't be putting snow in the public right away it just becomes a nuisance it's expensive and it takes longer and it's just not good all the way around so other than that i think that's all i have

[17:41] Kris Huso: can i add something to that phil yeah absolutely um that's big snow pile that usually sits on the corner of second and elm yeah is that going to be removed because it gets harder and harder to be able to see around that when you come up from the arrowhead lane up to the post office now you guys kind of end up pushing it onto that corner and exactly
[17:58] Phil Entner: we removed it yesterday i believe unless i'm thinking about a different pile or we're not on the same same idea what which pile you're talking about right on the kitty corner from the post office right yeah yep we hauled that out yesterday okay yep we typically yep no problem it's typically you know we we basically we go through a plow one day the second day we clean up and pile up to get rid of so we have enough areas for people to park and then usually the third day we're hauling so it's kind of uh it's kind of a pain because you gotta drive around a pile for a day or so and i understand but uh but yeah we try to get on him within day three for sure
[18:38] Kris Huso: yeah it's just more of safety thing because it's hard you have to keep sneaking out to look at somebody's coming the other way and yep okay thanks

[18:55] Walter Lower III: yeah phil this is walt uh in that letter that katie sent out the public was informed to not be placing snow on the uh right away so hopefully some of them got that message but obviously you're gonna have to keep working on that we don't want that and i appreciate all you've been doing here for removing the snow i know it's not easy trying to get all these people to go along with you and make your life a little more easier to get the snow out of the way i appreciate it

[19:48] City Administrator Ellissa Owens: i shouldn't probably talk when i muted um i included minutes from the last library board meeting where they discussed uh their recommendation to hire um which we'll talk about later on um they're also talking about um doing some more like make and take projects just to get the public something to do because it sounds like things are going to get shut down again and then for technology i did get something from cw technology i asked them to kind of give us a report on what technology problems that we're having on a quarterly basis i just didn't get it in time to include in the packet so i'll get it out next month but that's about it

[20:45] City Administrator Ellissa Owens: okay so engineering report um you guys have the minutes um some things that i just want to touch on are some grants that we've applied for secured um applied for and are moving on to the next phase um the first one being the well um capping the wells we were we submitted two grants we heard back on one that we did get it it's a ten thousand dollar grant we're waiting to start work until we hear on the second one which is another ten thousand dollars so um we can't start anything until we know whether we've received those or not so those are those are where we're at with with the well uh or with the old wells the other one i don't even know that it's in the minutes at all um but we submitted a grant for the final trail section so from the roundabout to i think it's the portage trail up by mslp um we submitted a grant application for that i believe it was the end of october and we heard just heard that we um are moving on to the next phase so that that if we do get that um it won't be until 2025 so that's when the funding is available is 2025 so we've got quite a long time um but i saw the opportunity so we jumped on it um and everything else i believe is in your guys's minutes phil is there anything significant with the well house

[22:38] Phil Entner: um yeah the well house is is moving along they did pour the foundation or the footings maybe they poured some concrete i don't know the other day a week ago or so you want me to tie this one up sure
[22:42] Phil Entner: all right so we are right now we're sitting with all the flat work so all the stoops the slab that's all poured the footings the frost walls all that is done everything is capped back filled up to the grid um block layers are supposed to start tomorrow which is eight days later than they were supposed to start but that's okay so we're we're still moving in the right direction um schedule is pushed off a little bit i think last i saw was about a week behind from the schedule that i've been seeing um they do have the cast and place panels planned on planning on being here on the 27th no 30th and then put in place on the 30th as well so there's i mean they're moving along um this the weather is definitely holding them up they're trying to get this shelter temporary shelter built around this thing so they can get the concrete and the mortar to cure so that's kind of where we're at with it so that's where we're at with the wall house which is probably the biggest project that we've got going on right now so
[24:00] Kris Huso: have a question yeah go ahead chris about the arena roof so the architect thought we needed to replace it but the league insurance says it was in good condition for its age so
[24:12] City Administrator Ellissa Owens: the that came from when uh budget time was coming around and i asked kyle what the arena needed and he thought that we needed a new roof so when that when that happened we had a few other locations that the league came and looked at and it ends up it ended up being a a tiny hole in in the roof of the current arena or the current roof that uh we can just patch so i just got the engineering report i don't know a week or two ago um so now i have to start calling beaver and another contractor to have it repaired so but for the condition or for how old that roof is they said it's in very good condition so that's good news

[25:05] Phil Entner: yeah that holds it's in the northeast corner of the arena and it can be patched very easily it sounds like and i did not go up on the roof because i'm definitely afraid of heights um but they said that it was they could clearly see where the water was coming in so maybe uh give them a quick update on the bypass trail in 73kd
[25:13] City Administrator Ellissa Owens: yeah so i haven't heard anything back from the dnr which is what we're waiting on um we need a signed contract before they can begin work so that will at this point it has to be pushed off till spring so and 73 will start as soon as it's break up in the spring so that'll be good yeah i'm assuming we'll probably have um something in the packet for january or february for um we're going out for bid for that project just so then we know that project is ready to go as soon as the ground thaws

[26:25] Mayor Jim Michalski: yeah any questions on the engineer report hearing now to move on the chamber i don't know if we really have anything uh well maybe going over the plans for christmas that is going to happen um a drive-through at the first national bank branch office they're going to do a drive-through for santa it sounds like he'll be in the drop off window as people come around so the kids can talk to santa and i think they're barney's gonna try to put up some blow-up devices around that area and i know the chamber is working with them to kind of set that all up and maybe katie or or darren i know you probably were contacted maybe about some um traffic control if it gets to that point

[28:34] George Eilertson: all right um can you hear me okay yes sir okay great uh george elderson from northland securities thank you for time on your agenda here tonight and hopefully like i say everybody can hear me all right i'll be referring to a handout that i believe katie has distributed to you it should say bond sale summary at the top of page one and i know you talked about it here just a couple minutes ago but this is uh the financing for uh the well and the well house replacement project uh so those projects are going on so we got to get some money in place uh to pay for that uh so that's what this agenda item is and and mayor and council like you um in your intro the only action item for tonight is the consideration of that bond resolution so uh but i'll hit some of the highlights here as it relates to the financing and then address any questions you might have uh as you as you recall my colleague tammy omdahl worked on the water rate study uh that so we're syncing up these two uh purposes we the water rate study i had a preliminary structure for this bond issue in it and it uh the recommendations for the uh water rate adjustments are in sync with this financing then so so just as a brief intro there the bonds themselves are general obligation bonds that's uh something you've cons you've issued in the past certainly that's um very commonly issued by municipalities that's the what that means is the full faith and credit of the city of moose lake is standing behind the bond issue so if there were ever a shortfall in revenue you're obligated to levy taxes to make up that revenue shortfall the bonds are enhanced or we got them rated um i know katie can probably speak to this better than i but she was a little bit nervous going into this bond rating call um having not done one before but i'll tell you council that she did a very good job preparing for the call what's nice is they provide the questions leading up to the call and then they pretty much follow that script when we have the actual call so um the city's existing bond rating which is a plus with standard poor's was affirmed or reassigned and then like we've talked about before as well because it's a utility project the state of minnesota has a nice program for municipalities that you can get the state's uh credit rating behind your bonds so we're able to get the triple a rating of the state of minnesota uh behind these bonds as well so so real nice credit um when we brought the bonds to market a couple of the highlights that were and katie perhaps distributed the bond rating report if if she hasn't certainly that's available it's they they talk about what the factors go into the rating the demographics of the city the finances the policies procedures that you have etcetera and certainly a couple of the things that they noted are you you've got standard uh policies and procedures and then one other one that was notable was you maintain very strong reserves so that's that's certainly a good thing being a smaller community as well as a community where there's a lot of tax-exempt property um certainly having those strong reserves is is of benefit so i'll get to the the meat here the uh the actual bond uh itself and and we're we're working off of the same dollar amount that we we have originally been which is that you're gonna net two million six hundred and eleven thousand six hundred dollars for project costs and so what we do is we add in the cost of the rating and finance costs and legal costs so you borrow a little bit more than that but um at the bottom of that it's page two which is kind of the summary page here it hits the highlight on what the interest rate is so the true interest cost for this financing and it's a 25-year financing is 2.13 percent so i'll tell you from a uh a finance perspective that's a very good interest rate we've got the ability to lock into 2.13 for a 25-year term the city does have the option of there's the thing called the call date that's the ability for the city to prepay or refinance on the bonds that begins on february 1 of 2028 and any date thereafter council if i could actually direct you to the very last page of this report there's a graph which shows the uh historical interest rates at least over the last 20 years and you can see that this is what's called the bond buyers index this is the shows the trends of municipal interest rates and so we're at very near 40-year lows in the bond market so um we we're at a good spot or your timing was good for uh the issuance of this debt so again the ability to lock into 25-year bonds at a very low interest rate i think is is a nice result so we we certainly kept in touch with your local bank who i know is very active and a good um you know steward for the city there um and and i won't go into details on on their level of participation but but they they were involved here in terms of purchasing some of the bonds so that's um just wanted to make that note as well because you know katie and i certainly have uh kept in touch closely with the bank on not only this project but other projects in the past so um mayor members of the council that's a brief overview of the financing itself um by approval or by approving the bond resolution you lock into the rates and the terms that you've seen on this sale report the closing date or the date that you receive the money is on december 17th so you you lock in the interest rates today and then you get the closing or the closing of the bonds occurs on december 17th any questions

[36:18] City Administrator Ellissa Owens: doug i believe last meeting that you suggested that i talked to george about the other bonds that we have um they're all so close to their term that it wouldn't be advantageous to um to refinance any of them but we did i did have george take a look at those two but they're they're just all so small um for principal that that it just wouldn't be worth it at this point

[42:15] City Administrator Ellissa Owens: katie so this uh lease agreement probably couldn't come at a worse time considering what's looming on us but nonetheless it needed to get done um so in your guys's packet is what the um hockey association had agreed on with uh ted and i um negotiating with them and guile was involved also um the the meat and potatoes of it is that we increased their annual um fee by five thousand dollars um they hadn't seen an increase over like a long time so um that's kind of why i it was a little bit of a heftier increase but um nonetheless that's what it is and um nothing nothing else changed within the agreement itself aside from just reiterating some points that were missed throughout the years so overall the board this board is phenomenal to work with um i i talk to them almost every single week um we're on the same page with everything so i can't can't speak um high enough praise for them

[44:09] Douglas Juntunen: i have the same question as last year what what formula what did we use to come to the conclusion of the lease price i also have a concern with five year lease and understand that they're a good tenant i just think it's a lengthy time we don't know how much electricity we use we have no idea what the expense is because it's never been broken down and i've asked for that for a couple years now it's a guesstimate and i understand that we're doing a community service but i would feel a lot more comfortable if we knew the actual figures of what it does cost i believe that it's our zamboni is that correct or is it theirs

[44:59] City Administrator Ellissa Owens: so what i did was and i don't have the numbers in front of me but what i did was i went back as far as as i could um somewhat easily find and found what we budgeted for i think it was in 2013 compared to what we budgeted for um for 2021 i believe and the difference obviously just keeps getting bigger and bigger and bigger so what i told them was we need to start getting it i'm not ever saying we're going to make money on this but we need to stop the bleeding from from some end and and either we need to lessen the amount of services that we offer or we need to um have them pay more and and so they understood that um i don't have those figures i guess i apologize i didn't know that you um had requested them but i can get um certainly what we paid for so far in 2020 and 2019 numbers for you

[46:17] Mayor Jim Michalski: yeah just for your knowledge too doug this was the singest largest increase i think we have ever requested from them um five thousand dollars in one year that's the last increase was after the flood i think 20 maybe 2011 it's probably before the flood i don't think we had an increase since then and uh so it's kind of like a catch-up and and it was a part of the reason was with the flood it did hit everybody hard so i think we left it alone but this really caught it up a long ways this was and and requested the same with the school and maybe katie will talk about that later but it was the same kind of situation it was time for them to catch up and start communicating more with us and and paying more fair share

[58:43] City Administrator Ellissa Owens: so i met with the park board earlier this month and just ran through some ideas i have to change things up a little bit at the campground and this kind of is where wayne will potentially be handy because wayne is looking at retiring we thought um how we could keep him on a part-time basis if he chose to do so which he is interested in doing um and and that would entail changing some things at the campground how things are ran currently so with that my idea is to use wayne as a parks maintenance person um and and he would likely primarily work at the campground just because that's the largest park that we have he would be in charge of any of the any of the maintenance issues that they have any you know water problems um any problems within the the bath houses things of that nature i also have thought about um cutting the cost of having a park manager um and and getting us so that people can book online so i don't know that we would necessarily need somebody sitting there answering the phones as much as we had in the past i'm not saying i we're going to eliminate that by any means but certainly cut that back and i don't know exactly how that looks i think some of it's gonna be trial and error but um but certainly getting us into the online uh booking it will be really really helpful um and and i guess to back up a little bit even more um having phil manage oversee the campground as a whole now phil's not going to be down there uh checking people in or anything i don't want to scare them away but no i'm just kidding but um having having him supervise that the campground having him be the one that they report to um i think will be a good thing for somebody full-time to to oversee um the other part of this is that uh we still obviously need a campground host of some sort and that would probably fall under jeff gutten who currently um mows and and does some really small maintenance stuff for us so i've already talked to him to see if he's even interested in in doing that and kind playing a bigger role than what he's used to and he is interested in helping out so um how this all works i don't have like every nitty gritty detail but what i'm in the process of doing right now which is probably step one is researching some um some companies that offer um reservations and things like that so i've already kind of met with one i'm looking for some more to compare it to and i will bring those to you guys as i get them um but that's kind of what i'm thinking for the campground for 2021 it's kind of my winter my winter project so
