City of Hermantown - April 18, 2022, City Council Meeting

April 18, 2022 - City Council Meeting, City of Hermantown

Based on the context provided and the roll call within the transcript, it appears there are two council members mentioned (**Nelson** and **Hauschild**) who were not on your initial list, but were present and voting. I have assigned the speaker names accordingly, correcting phonetic misspellings (like "house child" to "Hauschild") to maintain professional transcription standards. [0:03] **Mayor Wayne Boucher:** I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. [0:15] **City Clerk Alissa McClure:** Roll call. Geissler? [0:18] **Councilor John Geissler:** Here. [0:19] **City Clerk Alissa McClure:** Hauschild? [0:21] **Councilor Hauschild:** Here. [0:22] **City Clerk Alissa McClure:** Nelson? [0:24] **Councilor Nelson:** Here. [0:25] **City Clerk Alissa McClure:** Mayor Boucher? [0:26] **Mayor Wayne Boucher:** Here. Announcements? Do any Councilors have announcements this evening that they'd like to say for the good of the order? [0:36] **Councilors:** Not for me. Nothing. I don't think so. [0:41] **Mayor Wayne Boucher:** Um, communications. Mr. Mulder, we don't have any specified. Did anything come to mind? [0:49] **City Administrator John Mulder:** We listed the ones that we had received in the last two weeks in the packet. If you want copies of those, we can get those to you. [0:57] **Mayor Wayne Boucher:** Okay. And we received a presentation from our Fire Chief at pre-agenda about his annual report and information from City Administrator Mulder on the 2023 road improvement plan. Public discussion—just so anyone listening knows—we will have two areas of public discussion tonight. we will have public discussion in general, which will start this next minute, but also each item on the agenda, if it's voted on for passing, we'll have a section for public discussion about that item. So the first public discussion is for time for individuals to address the Council about any item not on the agenda. Is there anyone either present in Council Chambers or online that wishes to address the Council at this time? [1:56] **Mayor Wayne Boucher:** If there is anyone who wishes to address the Council, please state your name and address for the record. [2:10] **Mayor Wayne Boucher:** With no public discussion, we'll close that period. Next, we have the consent agenda. Do we have a motion? [2:18] **Councilor John Geissler:** Motion to approve. [2:19] **Councilor Hauschild:** Second. [2:20] **Mayor Wayne Boucher:** Motion by Councilor Geissler, second by Councilor Hauschild. Consent agenda is minutes from the last meeting and accounts payable. Could we have a roll call? [2:31] **City Clerk Alissa McClure:** Councilor Nelson? [2:33] **Councilor Nelson:** Aye. [2:34] **City Clerk Alissa McClure:** Councilor Hauschild? [2:35] **Councilor Hauschild:** Aye. [2:36] **City Clerk Alissa McClure:** Councilor Geissler? [2:37] **Councilor John Geissler:** Aye. [2:38] **City Clerk Alissa McClure:** Mayor Boucher? [2:39] **Mayor Wayne Boucher:** Aye. There are no motions or ordinances this evening. We have resolutions. Resolution 2022-50: Resolution authorizing and directing the City Administrator to negotiate the terms of an agreement for a construction manager at risk contract between the City of Hermantown and KA, Kraus-Anderson. Do we have a motion? [3:04] **Councilor Nelson:** Motion to approve. [3:05] **Councilor Hauschild:** Second. [3:06] **Mayor Wayne Boucher:** Motion by Councilor Nelson, second by Councilor Hauschild. I'm pre-guessing here that Councilor Geissler is going to abstain from this vote. [3:14] **Councilor John Geissler:** That is correct, due to any perception of a conflict of interest. [3:17] **Mayor Wayne Boucher:** Mr. Mulder? [3:18] **City Administrator John Mulder:** So as you know, we put out an RFP. The proposals were due April 7th. We interviewed all three firms that proposed on April 12th. On Friday, the committee met and discussed the proposals and the presentations, and the consensus was that Kraus-Anderson's proposal was in the best interest of the city. So that's the recommendation for the Council. [3:50] **Mayor Wayne Boucher:** Thank you. Do we have any questions or comments from Council? Is there any public input on this resolution? If so, please state your name and address for the record. Is there any public input on Resolution 2022-50, the permission to negotiate the terms of a construction manager at risk agreement by the City Administrator? With no public input, we will move to a roll call. [4:26] **City Clerk Alissa McClure:** Councilor Hauschild? [4:28] **Councilor Hauschild:** Aye. [4:29] **City Clerk Alissa McClure:** Councilor Nelson? [4:30] **Councilor Nelson:** Aye. [4:31] **City Clerk Alissa McClure:** And Councilor Geissler? [4:32] **Councilor John Geissler:** Abstain. [4:33] **City Clerk Alissa McClure:** And then Mayor Boucher? [4:34] **Mayor Wayne Boucher:** Aye. Next is Resolution 2022-51: Resolution authorizing a contract for professional services with Short Elliott Hendrickson Incorporated (SEH) for water distribution system evaluation and modeling in the amount of $25,470. Do I have a motion? [5:02] **Councilor Hauschild:** So moved. [5:03] **Councilor Nelson:** Second. [5:04] **Mayor Wayne Boucher:** Motion by Councilor Hauschild, second by Councilor Nelson. Mr. Mulder? [5:06] **City Administrator John Mulder:** Again, we had a request for proposals for engineering firms to kind of take a look at our water system in terms of where we might need to make some improvements, either in terms of an additional tower, or extensions of mains or booster stations, and just kind of, you know, where that pressure might be applied because of development. So we had four proposals. Those were reviewed by the City Engineer and the Public Works Director, and they're recommending SEH's proposal. [5:39] **Mayor Wayne Boucher:** Thank you. Do you have any questions or comments from Council? With none, we will move to the public input portion. Is there any member of the public either present or online that wishes to address this resolution? If so, please state your name and address for the record. Is there any public input on Resolution 2022-51? We'll close the public input and ask for a roll call. [6:16] **City Clerk Alissa McClure:** Councilor Geissler? [6:18] **Councilor John Geissler:** Aye. [6:19] **City Clerk Alissa McClure:** Councilor Nelson? [6:20] **Councilor Nelson:** Aye. [6:21] **City Clerk Alissa McClure:** Councilor Hauschild? [6:22] **Councilor Hauschild:** Aye. [6:23] **City Clerk Alissa McClure:** Mayor Boucher? [6:24] **Mayor Wayne Boucher:** Aye. Next is Resolution 2022-52: Resolution approving request for proposal for consultant services to prepare an updated comprehensive plan. Do we have a motion? [6:37] **Councilor John Geissler:** I'll motion to approve. [6:39] **Councilor Nelson:** Second. [6:40] **Mayor Wayne Boucher:** Motion by Councilor Geissler, second by Councilor Nelson. Mr. Mulder? [6:43] **City Administrator John Mulder:** Um, as you know, we've been talking about updating the Comprehensive Plan for some time. The current plan dates back to 2000. There's been a lot of growth since then and a lot of changes to the community, so we'd like to update that. Proposals are due May 13th and we imagine we'll get several proposals and we hope to have a recommendation to City Council for an award on June 6th. This will be about an 18 to 24 month process, but hopefully at the end of that time, we'll have a 20-year comprehensive plan for the city. [7:23] **Mayor Wayne Boucher:** Thank you. Are there any questions or comments from Council? I'm glad that we're moving forward with this. Is there any public input on this resolution? If so, please state your name and address for the record. Any public input for Resolution 2022-52? With no public input, I would ask for a roll call. [7:53] **City Clerk Alissa McClure:** Councilor Nelson? [7:55] **Councilor Nelson:** Aye. [7:56] **City Clerk Alissa McClure:** Councilor Hauschild? [7:57] **Councilor Hauschild:** Aye. [7:58] **City Clerk Alissa McClure:** Councilor Geissler? [7:59] **Councilor John Geissler:** Aye. [8:00] **City Clerk Alissa McClure:** Mayor Boucher? [8:01] **Mayor Wayne Boucher:** Aye. Resolution 2022-53: Resolution approving the 2022 City of Hermantown standard specifications for construction. Do we have a motion? [8:12] **Councilor Nelson:** Motion to approve. [8:13] **Councilor Hauschild:** Second. [8:14] **Mayor Wayne Boucher:** Motion by Councilor Nelson, second by Councilor Hauschild. Mr. Mulder? [8:17] **City Administrator John Mulder:** So the City Engineer and the Public Works Department have reviewed the general specifications for various city construction projects, whether it be road, waters, or all of those things, and even the general conditions. Those were last reviewed back in 2017 and so they updated those, including references to some of the MnDOT specs that we use as well. So those are all just updates. We did not include the entire packet for you—it's in excess of 300 pages—but we did highlight the substantial or significant changes in one of the exhibits there. [9:02] **Mayor Wayne Boucher:** Thank you. Do you have any questions or comments from Councilors? Hearing none, we will move to public input. Is there any public input on this resolution? If so, please state your name and address for the record. Any public input on Resolution 2022-53? Closing public input, we will move to a roll call. [9:30] **City Clerk Alissa McClure:** Councilor Hauschild? [9:32] **Councilor Hauschild:** Aye. [9:33] **City Clerk Alissa McClure:** Councilor Geissler? [9:34] **Councilor John Geissler:** Aye. Thank you all, have a nice evening.
