We have some salary savings and we're asking council to approve moving that those savings to way to work program, to cover some expenses for that summer youth employment. All I have on 7, I don't have anything on Page several planning items there. Page 9. 20 is the sale of a public housing authority home. And at the bottom number, 21 would approve a contract for the study of parking system and Eisenhower, Eisenhower Airport. If you can read to a child, but then also reinforce it was something tactile likely to have a benefit from that. And so tomorrow morning at 10, 30, I will be reading meant. Tease. And then afterwards we'll be doing in our project with the It's free. Just another cool thing that we have is an amenity to our city city arts program. Mister Manager Mayor Councilmembers is my pleasure, too. >> Introduce you to our annual report. This is a tradition. We started just a couple years ago with our airport advisory board. Federer is about the time that we have all the data from the previous year. So we February meeting to go over all the highlights of last year and kind of set the stage for goals for the new coming year. And so power point came from and a presentation were each awarded as managers presented from their divisions, believe it or not. I actually trim down this power 42 slights. Haha, but there's a lot of pictures and charts and things I will flip through rather quickly. If you want to delve into things in a little bit more detail, happy to put. I'm going to try to go as quickly as possible. And for someone to talk about me. So this one is just interrupt slides for my managerial philosophy and how I approach things. And so the top 2 are the objectives that we lay out for staff. If we were looking for solutions, we want to find those opportunities and solutions are both beneficial to us into the community. Find those win-win situations. And to put us in a position to be competitive, no matter what it is. We're doing. And so whether it's economic development Air Service development. It's how we do business from the day today. Those are the values underneath there that we carry forward. And, of course, as UCLA alone, big John Wood and fan and so have all the witnesses are always out and about. Like, don't stick activity for achievement. Let's start revenue. We were up 8% over 2022, which is great for us. You can see we mention parking it in parking has been wonderful challenge for us because it's huge revenue generator. Not only were we over in revenue, we're below in spending. So we came in about 5% lower budget, which is really kind of targeting on budget. So we're right size quite a bit and did well for ourselves over the last 5 years we've invested 69 million in capital spending. A large portion of that is grant related because of the infrastructure we have is very expensive to do without and we've planning for the next 10 years of probably about 100 million dollars worth of projects said identified that we need. Orlando waits were 6% over 2022. and you can see the lines here. Are the colors really? It's just showing that we're pretty well caught up to levels. From the staffing perspective, it's been a challenging challenge for everyone before COVID. You can see those that bar is pretty low and it was rather were consistent with what it is now. And then like everybody else. We've been facing a lot of staff and challenges in. You can see in 23 the amount of hires that we had about equal the amount of exits we had. So it takes a lot of effort to get people in in fully trained and we're doing our best to try and fill those gaps. Well, it's it's a competitive market right now, right? And so it's reduced workforce, a lot employers and we've got some great companies in their area that for things signing bonuses and they do a little bit more in are able to offer more for incentives and and salaries and we can. So that's one of it kind of depends on each situations. Little bit different and depends on the trades. So if we have mechanics been hard, went for us to fill, you know, some of the other trades HVAC specialists are just they're hard to find and maintain. come back to that a little bit in our operating slights. Let me just jump to major projects. Major projects are one said you're going to hear us talk about for several years. You know, we've got our planning years are designed in the actual construction and sometimes even dancer that so 3 to 5 years worth of discussion on a project. But as a fun fact, we are the only port of entry for the state can says so were the only ones to have Customs, Border Protection, which is great benefit to the state but also comes with a burden to us to have to carry the cost of that we were very fortunate to partner with the state can and get okay economic development. Grant. They covered a nice chunk of project, we just completed a 2.2 million dollar upgrade to their facilities and Eisenhower. This General Aviation Apron project at Eisenhower to is a 23.7 Million Dollar Project budget. This is just one phase of it. You know, you design pavement for a 20 year useful life based on design standards. You have to you paving management program to preserve it. You can get 4 years out of it 50. If you're lucky, some of these payments been there since early as the 1950's. So we've squeezed as much juice payment as possible. And it's just it's due for improvements. And a lot of work has been done over that. We're also going to look to complete the the rest of that project in a in a few more years. We have some additional paving projects going on now at bar and the winning yellow there is south of the campus. We've got a grant from the state in order to be some airfield infrastructure. So we've got a taxiway and at ramp and we saw state will be looking at or be able to the bill to the south when they're ready. And so that's a future conversation will have with and when it comes up that at least just this grand project is taking care of the the airside infrastructure on that. And so we've gone through most all design. We're hoping get construction underway in next couple months. The one in blue that taxi Lincoln Ector kind of a real lines. White is in extends complete set. Taxi connection. And that sets us up for general aviation growth. Whether it's t hangers, reporter hangers on either side of those we that sets up that parcel in those areas for for additional or not, can development. We have also at Eisenhower, a project we've been working we begin before. things started 2022, but trying to evaluate where best places to stall electric vehicle chargers and for as long as EV cars have been out there, the actual charges themselves and placement of this still kind of a budding industry and trends. So one of the things we had was request from rental car companies to do this. And so we are building out the infrastructure in the parking garage. First in order sustain the additional electrical load and draw. And we're we're moving forward on that and should have most with done this year. They the infrastructure side of it. There's another big one coming up at Eisenhower, which is a kind of a continuation of the project we did about 3 years ago through 4 years ago, we started a project to redo that primary runway, which is the one that runs left to right on the top of your screen. There. Now is next step would be to come back after do the runway and touching upon the payment along the parallel taxiway and prince for commercial use. So you got the cargo apron as well as the commercial Air print. That's a kind of around there. And so that's going to be a very large project. We've gone in jury selection on that. That's another of multi-year effort that we're going to be talking about with you for for a little bit. Now. Master plans. You don't do a sear than every 10 years. And so you've got to put some gap between by federal rules. So last time we've done one, though, is in in 2005. So we're we're very much due for a master plan. Update fries an hour. And so did a consultant selection and had worked through the scope and we will be taking off that project in 24. And there will be a lot stakeholder engagement and will be utilizing our airport advisory board among other people to participate and Cummins input and feedback. This is a 20 year outlook for airport. We do a lot with economic development and we've done a lot in Turley to refine our processes of how we except applications review them going to letters of intent and then go into negotiation for a national agreement. And last year we received 9 total applications. We 6 yellow eyes and were able to convert one of them into agreement. It's a long process. And so we've got some carry over and we've got a couple of applications that have coming this year. But plus the couple that carrying over. We should be able to bring a couple of those hopefully next month it to counsel for for your review. we're still in the process of finalizing those deals. We also renegotiated several agreements with existing tenants and we had 11 new agreements or supplemental agreements. And aggregate, they amount over 3 million dollars of new revenues over the terms of those agreements. From airport standpoint, I want just go through a few of these divisions rather quickly. office division has about 5 or 6 strong. And so when they lose a person or 2, it's a significant percentage of decrease of their staffing. And this is one of those that we often see. We're asking kind of what challenge on keeping people. This is one of those entry level positions for airport managers. And so they'll get their feet wet into the airport operations environment and get some lot of experience in things that are going on out there. And we usually see them grow and develop and take on bigger roles and at bigger airports. And so that's a lot of water that turnover is This operation. But they do a lot in in overseeing construction safety safety inspections center. Federal require required and we've won awards safety. And we just had one recognize in August by the FAA for for Safety has released to some of our projects and the GA produce. One of those that we haven't had any you knock on wood because we still got a couple more months with construction. But we haven't had any incidents or accidents or regulatory violations at all. And each one of these 2 has some fun facts. By the way, and all the things that they do on a daily basis. They expect over 1.8 million square yards of payment 2.2 linear feet of pavement, markings. you know, just keeper rather busy over towns as are the notices to air missions are being communicate out there. Airport grounds and fleet division. We he's the snow truck. You can see how visibility out. There is pretty difficult for them to do. They've been hit hard with equipment, operator and mechanic shortages. And this is the primary team that does snow removal on the air side. The airport we've launched a new program, a new initiative to respond a little bit better. Cause no matter what we do. We can't keep up with our vacancy. So that is the new norm. We challenge staff to think through how to. Better equip ourselves. How can we cross train and utilize other resources to address no fans? And so we're in the process of getting others trained in order come in and help us out to do those things. building utilities division takes care of all of our properties. And we have a lot of them. But they also do snow removal to since we're talking snow day to all the loop road sidewalks, everything on the public side where we were able to contract out some snow removal services. We did. And we brought some of that staff in side. The fans to do ramps in 2 other cases. So that's part of far dynamic workforce that we're trying to do and create teams and and that just to to what we need. No, there's a small portion of area that public works address, you know, from Ridge Road as you transition Eisenhower. And then there's kind of a handoff where we take care of our properties. we don't do inside the fence exchange like that because it takes a lot of training you know, going back to this picture slide when you're out there on the runway, that front window gets completely covered in snow. And so you're only steering. I think I you know, to to the side of you that so it takes a lot of training for them to know where the lights are. You know, I got the wrong light. You can shut down the entire runway. And so it takes a lot of training coronation for them to do that in communique to differently on who's got in the snow boss and how they keep those guys separated. So it's kind of a specialized area, but we are use lot of our internal staff to try to cross train now for that. But, you know, if Gary would like to to us in some crews and help us out. I'm more than willing to accept is helpful on the other side of the airfield. So I think they have hands full today. Okay. Airport police and fire division. Are, you know, fun fact with us. We have our own police and fire departments input. They're all the same person right? And so they are dual certified. They're commission law enforcement and certified firefighters. And I just heard by firefighters but certified in aircraft rescue firefighting. And these guys handle quite a bit and do a lot and not just in public safety, but they have a lot of crossover to the other divisions in areas. One of those things that they're doing right now is a lot of federal compliance safety management system. SMS. It's something we've been talking about with the FAA for at least 5 years or more. And so we at least knew this was coming. We all been trying to get up to speed on this and actual estimates plans we're creating, which has do with risk mitigation and safety management for construction projects for, you know, staff planning with consultants. Today, Lee risk. They haven't workforce environment. So it's kind of all encompassing. We're putting a plan together which is supposed to be do. I think it's in other is April of this year. And so they're working on that. They also are leading the effort to address TSA's new requirement, creating a workforce security program. You may have noticed one of my values he had the tallest slide was relationship developing. We value the relationships is, you know so much. And we want to see, especially in these federal agencies as partners Obama talk bad about TSA because he's not the local as local as actually are doing really well for us. Sometimes you get from headquarters, these policies and changes that don't make any sense. This is one of them. We've never had. Airports have never had the responsibility to do pat downs and in screening of people screaming, he's always been the purview of TSA. And so they created this Amendment to us and said we're going to have to do it now. So we have to create a new program, create new training standards. Get all this ramp up. And they originally said, and you can to do within 5 months. put it takes you 6 months to hire a screen officer. You How can we stand it? Completely new program up within 5. Okay. Good point. Airports will give you a year under inform compliance. So it's not a delay, but it essentially a delay. And so we have a year to roll this thing out. And so we've been peace, milling it. we created short and long term transition plans. So we're still in the short term right now. Where is having a huge operational or financial impact to us yet? But starting next year? We are going to be in a position where we're going end up having to hire staff. So less were more successful as airports with our national associations to fight against this or to get a congressional act. 2 temper this. I think there's a lot more opportunity for U.S. airports our size to partner with TSA on the solutions are local TSA feels that way too. But it's a national policy. So it's going to have cost him a few cases to us. just that we talked with our congressional delegation about >> I'll talk to whoever will listen and help us with But yeah, so that's just one of those things at police and fire. Hopefully this on federal compliance all the other fun fact is that they're doing. Here's a fun one airline Lexi here. They're serious. Look at that. Currents are animated there. Thank you, Valerie, for do that for you. Huge Air Service announcement in 2023. and I will reiterate this is not normal. It's I don't want to hit said a false expectation that this will happen all the time. But at the end of last year for November, we had 3 new starts for new announcements were 2 airlines. It was just incredible. What start going on. So from the bottom right daily, nonstop service to Vegas restarted in November, along with a daily Nonstops ERs to Phoenix from American Airlines and Southwest respectively. And those are 2 markets. Here are our top markets prior to COVID. And so it's good to get us back in there. American art. Yeah, American Airlines also added Miami nonstop service in November. It was seasonal. It was originally intended to end about spring break time, but they just extended to June one. And so it's doing now will that you know, having the extension, which is great. So we would like to see that kind of reaction to DC service because DCA to start January 8th. It's always nerve wracking to start service. And, you know, winter and our 2 Lewis months are January February, historically. So our numbers right now are hoping will tick back up. American understands that, though it's kind of a lull at the end of the year. We should be good position but having DCA was just a fantastic opportunity for us in lot of credit Senator ran for his efforts party with American Airlines spring that. And 23, our players have recovered 90% 2019, 2019 was a record-setting year. So we're pretty much COVID recovered and you'll see from this kind of long trend line here. There's been 2 big spikes. Downward spikes that we've had. One was 9.11. The other was COVID. So we're talking huge national international cause. Disruption. Otherwise, we've been pretty consistent our growth and even from 1955, you can see we're you know, it's it's a pretty good trend line. A huge drop off again for COVID. But our numbers are pretty well in line with where we were pre-covid. 1.7 million total passengers. That's employment in the payments. We did have 11% fewer flights, but are seats. We're about where we were before. And so this is the trend of equipment shifts. So we're getting away from the reach, smaller jets and get into the bigger aircraft, less pilots. Let's cruise less aircraft. So the airlines are responding. You know, accordingly. And that's what this chart shows. 2 is just a trend towards more bigger aircraft as opposed to frequency. Our load factors to right about a 19 levels. 82 0.1, a versus a 2.0, 6, 1%. So we're right at that. fully recovered loads. There are some challenges ahead in the airline industry with certification issues on aircraft continued pilot shortages. traffic control shortages. but we're still expecting to see continued growth throughout industry over the next couple years. cope. I got just a couple more size. Go with you. We haven't that it from City Hall with us. And in Kevin researchers are it manager does fantastic job leading that crew and does really well bridging the gap with city out here and they've been big effort are big help on this effort to do a high level design century redesign our entire it backbone system. And so they've been fully involved, understand our needs and we're going to move forward in this effort this year and next. So you'll be seeing projects come to council throughout this year for for setting that up in 23. They also did a fantastic job of upgrading our revenue control systems for parking. And that's one of those things where that technology is adapting and changing for security standards. With credit card issuance. And that is a wrap for 23. But he loved the check out a quote from a 24 here. The job's not finished. Just Kobe's famous line. It goes out to in the finals, but he's not happy because job's not done. This is a look. I get my staff like, okay. We had a great year but not finished. Let's talk about next year. What we have. So we've we've been trying to defy strategic objectives for ourselves and align our goals with those objectives. And we've got a lot of projects and a lot of these I've already mentioned before that we're continuing ulterior efforts like the G apron, we should complete that. We also have a new snow removal equipment facility at a bar that's going up that's replace aging facility. That's a the Cain and some other projects there. We've also got. A lot of effort. So we have planned this year for updating our website and to better and how we promote our parcels and properties at both airports. I mentioned the technology upgrades. A lot of those have customer experience implications to them, including the WiFi experience inside the terminal and we're also looking to make some improvements in terminal efficiencies, you know, and partnering with airlines for that. By the way, our airline agreements are expiring at the end of this year. So that's something that we are currently negotiating already with their lights on. So later in this county here will be bringing those new agreements tier and workforce get back to your question council. Maria, what do we do with workforce? We're trying to do as much as possible and getting creative in attracting retaining that talent. And we've had some really good partnerships with City Hall on things that we've identified that have helped out. We're also doing job fairs. You know, we do job fairs in partnership with our tenants and then by everybody out to see all the different types jobs that are often not just by the airport authority, but at an airport it so that those have been really good and beneficial or look another one of those. This is only a portion of all of our staff since we work shifts. By the way, this is a big team picture. We had represents about a 3rd and we have some really good incentive. New training incentive programs to that to help our operating divisions out. So we're really happy with those And then we've got a lot of their service needs that are still out there trying to bridge gap between what is needed in our economy in our region worse, the talent at that. You want to have bridges to. I know Phoenix was a big one for us, DC too. And so we've got our eyes set on the coast at the New York area at the la area. Those are next big needs, but a lot of different market so we can ago after we're going to continue to. And with Alex, I try to keep it as short as possible. Happy to continue to stand here for questions. answer, anything that you may have. Yeah. I don't know how close we are. So typically, I like said last year was an anomaly. So typically it's a very long process to get air service. So we're continuously talking to airlines and trying to figure out which one of these hubs is growing for. You. Who makes sense for for us and how does it make sense for their network? And so we continue continually try to leverage different angles. That's something we're going meet with their committee on with the chamber soon. We're just talking about this morning with the Chamber day. The businesses had said that the New York area's one of the targets that they want to see next. And there might be more opportunity in New York versus JFK just because this law restrictions. With airlines. It depends who's growing. United got the but they're really not going to growth this year. Probably. 25. things we can do to try to help set the stage. So. At this point, the optimistic is maybe we can get closer in. 25. But that is me. We let off the gas in. 24 we we have to keep moving full steam ahead. >> I didn't have a question. Just wanted to say. Sharing the love and excitement for have yet to see a connection connecting the capital rule with the nation's capital. The House Committee on welfare. That Bill does out the 40 million dollars. But it also includes enforcement of the camping ordinances. So we'll keep our eye on hearing is scheduled so that we can weigh on that issue as well. Policy. There are several hearings and this and Senate Bill 3.32, with President tax committee that does reinstate the L a BTR act transfers and then there's another bill. Senate bill forced 68 that prohibits cities and counties great work property tax exemptions or 10 districts from exceeding their revenues for great. That would an Thursday which couple have testimony in opposition to that. Wpd hearings this week. The first legislation to indemnify companies when live from liability when law enforcement cameras are attached to existing polls and that she was able to come and testify person on that Bill did a very good job. We're working on amendments to Bill will be working next week and the second bill and is a staff writer Bill that had been asked to the visions for fleeing and eluding an officer.
